OBJECTIVES <br /> <br />The City's present policy towards acquiring public open space, play- <br />grounds and parks is to require developers to dedicate seven percent <br />of their subdivided property for parks and open space, or ten percent <br />of the cash value for the subdivided land in lieu of. Since there <br />is no precise location of parks in any comprehensive plan, there is <br />a tendency for the park dedication to be of inadequate size or of <br />marginal use or poorly located or too costly to develop at this time. <br /> <br />This study then has the following objectives: <br /> <br />1. To develop planning principles and standards to guide the <br /> Planning and Zoning Commission and the City Council with <br /> future development of park and recreation facilities. <br /> <br />2. To assess all existing park and playground sites in relation <br /> to their assets and liabilities for serving their assigned <br /> functions and to make recommendations for changes as seen' <br /> fit. <br /> <br />3. To better determine the amount of park and recreation space <br /> which would more fully serve the majority of community inter- <br /> ests based on population projections and updated recreational <br /> standards. <br />4. The selection of specific sites for park and recreation <br /> functions. <br /> <br />5. To determine, on a priority basis, the need for facilities <br /> for the park type agreed on. <br /> <br />6. To establish standards for the percentage of park land within <br /> the city as a whole, neighborhood regional areas and single <br /> neighborhoods. <br /> <br /> 7. lo review all citizen input. <br /> <br />8. To cooperate with all u'nits of government in providing fa- <br /> cilities which are complementary to each other. <br /> g. To develop municipal park land for future and present, and <br /> to provide services in accordance with park type, location <br /> and size. <br /> <br />-5- <br /> <br /> <br />
