Requesting Council authorization to have an <br />appraisal and a market analysis prel~red to determine the potential impact <br />the landfill and development of adjoining industrial property might have o~ <br />the Altron property. Through that process, a dollar figure can be placed <br />on impact and support programs to offset the negative impact of expanding <br />in Ramsey can be discussed. <br /> <br />Motion by Councilmember Cox authorizing the preparation of an appraisal and <br />market analysis to determine the potential impact of landfill activity and <br />surrounding development on the Altron property, with the cost of the <br />analysis to be derived fr(n landfill tipping fees or trust fund. <br /> <br />Further Discussion: Mr. Hartley requested authorization to spend a maximu~ <br />of $5,000.00 for the market analysis. Councilmember Cox stated that he <br />thought $2,000.00 should be sufficient. Mr. Hartley noted that in addition <br />to the existing 200 jobs, with the expansion there is an additional 100 <br />jobs at stake. Councilme~ber Sorteberg inquired as to ho~ much the market <br />analysis will impact Altron's decision to remain and expand in Ramsey. Mr. <br />Hartley replied that if it appears from confident appraisals that the <br />impact of the landfill is not so great, Mr. Phillips will feel more <br />comfortable developing in Ramsey; if the appraisal is negative, then it <br />Mr. Phillips' decision to go elsewhere. Councilmembers agreed to a <br />$3,000.00 maximum expenditure for the market analysis. Councilmember <br />DeLuca stated that in his opinion, a market analysis is one man's opinion; <br />it might be better to offer Mr. Phillips $3,000.00 in assistance rather <br />than doing a market analysis. Mr. Hartley stated that the use of tax <br />incr~ent revenues for $100,000 worth of site improvements at Altron has <br />been discussed; suspect Mr. Phillips is looking for $200,000-$250,000 worth <br />of support. Mr. Hartley expects that payback through increased taxes <br />resulting from the expansion would be a very short period of time. Mr. <br />Hartley stated that Mr. Phillips will develop in Ramsey right away if he <br />can be assured that he will receive a return on his investment and not lose <br />property value. Mayor Reimann stated that he would like to see Altron stay <br />in Ramsey but there is a limit to what the City can do. Mr. Hartley that <br />the market analysis will tell the City what kind of dollar amounts will <br />encourage Altron to stay in Ramsey if the City can't guarantee his <br />investment. Councilmember DeLuca stated that he doesn't think the market <br />analysis can conclude a dollar a~ount as landfill expansion and Site P are <br /> <br />Councilmember Sorteberg seconded the motion. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, COx, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Motion by Councilmember COx and seconded by Councilmember DeLuca to adopt <br />Resolution %87-4 authorizing the modification of Tax Increment Financing <br />District %2 and Develolmmmt District %1, ~nending the financing plan for <br />TIF District %2, and calling a public hearing to consider these <br />modifications. (Please refer to resolutiom file for Resolution %87-4). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson.
