4. APPROVE MINUTES <br /> Motion by Commissioner Deemer, seconded by Commissioner Zaetsch to approve the following <br /> meeting minutes as presented: <br /> 1) Regular Charter Commission Meeting dated June 25, 2014 <br /> Motion carried. Voting Yes: Chairperson Field, Commissioners Deemer, Zaetsch, M. <br /> Anderson, S. Anderson, Bendtsen, and Sivertson. Absent: Commissioners Niederhaus and <br /> Niska. Voting No: None. <br /> 5. COMMISSION BUSINESS <br /> 5.1: Fulfill Charter Commission Meeting Requirement <br /> It was noted that State Statute requires that the Charter Commission meeting at least once during <br /> each calendar year. For year 2015, there were no issues or concerns raised that would constitute <br /> a meeting for the Commission, therefore, the Commission is meeting this evening simply to <br /> fulfill the mandatory meeting requirement. <br /> 5.2: Approve Year-End Activity Letter to Chief Judge for Years 2014 and 2015 <br /> Motion by Commissioner Deemer, seconded by Commissioner Zaetsch to approve the 2014 and <br /> 2015 Year-End Summary Letter and direct staff to submit them to The Honorable John C. <br /> Hoffinan, Chief Judge of the Tenth Judicial District. <br /> Motion carried. Voting Yes: Chairperson Field, Commissioners Deemer, Zaetsch, M. <br /> Anderson, S. Anderson, Bendtsen and Sivertson. Absent: Commissioners Niederhaus and <br /> Niska. Voting No: None <br /> 6. COMMISSION/ STAFF INPUT <br /> Commissioner Zaetsch recalled that at the last meeting, the minutes indicated that the Charter <br /> Commission would look at what Wayne Buchholz talked about during Citizen Input, which had <br /> to do with who can ask to have items removed from the Council's Consent Agenda to the <br /> Regular portion of their agenda. He suggested that the Commission may want to follow up on <br /> that. He added that another item the Charter Commission may want to look at is Authorities — <br /> the Economic Development Authority (EDA) in particular. His main concern with the EDA is <br /> he would like to see them constrained to not be able to bond as they are not an elected body. <br /> Right now a statute says they have the power to bond. The Charter Commission should suggest <br /> that be constrained. The Municipal Center was built with EDA bonding with the City leasing <br /> because of the bonding crunch. He talked about all the new multiple housing coming into the <br /> COR area and lack of parking. He expressed concern about having the EDA bond for things like <br /> another Municipal Ramp sometime down the line or a Community Center. <br /> Charter Commission/June 25, 2014 <br /> Page 2 of 4 <br />
