If the impact on the wetland cannot absolutely be <br />avoided, the impact should be minimized with replacement being the last possible, least <br />preferred option. When wetlands are degraded, mitigation must be provided to re-create the <br />functions and values of the lost wetland and the adjoining buffer strip areas." <br /> <br />Motion by Committee Member Olds and seconded by Committee Member Max to amend the <br />draft purpose statement as discussed. <br /> <br />Motion carried. Voting Yes: Chairperson McDilda, Committee Members Olds, Max, and <br />Bauer. Voting No: None. Absent: Committee Members Connollyand Sitz. <br /> <br />Consensus was to send the draft purpose statement to the guest speakers for April, May and June <br />and solicit feedback on the content. After those comments are received and reviewed, the EPTF <br />will consider any additional amendments to the document. Once that is completed the draft <br />purpose statement will then be forwarded to the Planning Commission, Parks Commission, and <br />City Council for information and feedback, as this document will serve as the foundation for the <br />wetland buffer ordinance. <br /> <br />Chairperson McDilda volunteered to draft a cover letter to the guest speakers that will be sent <br />along with the draft purpose statement. Mr. McDilda will email the draft cover letter to <br />Comnmnity Development Department Secretary JoAnn Shaw, who will then send out the most <br />recent version of the draft purpose statement to the guest speakers. <br /> <br />Ms. Frolik noted that she will not be present for the June 7 meeting; Ms. Strommen volunteered <br />to take minutes. <br /> <br />Case #2: <br /> <br />Review Information Items: a) Chanhassen Wetland Protection Ordinance; <br />b) Letter from Remi Stone, Builders Association, dated April 26, 2004, <br />Regarding Wetland Buffers. <br /> <br />Ms. Frolik distributed the following information items: <br /> <br />1. Letter fi'om Remi Stone, Builders Association dated April 26, 2004 regarding <br /> responses to questions raised on April 5, 2004. <br />2. Copy of Chanhassen Wetland Buffer Ordinance. <br />3. Copy of proposed Shoreland Management ordinance for Ramsey as drafted by <br /> the consultant, Loren Gordon of Hoisington Koegler. <br /> <br />EPTF members were asked to review the proposed Shoreland Management regulations and <br />direct any comments to Chairperson Joe McDilda. Mr. McDilda will compile all comments into <br />one document for City Council Liaison Sarah Strommen to present to the Council on May 25. <br /> <br />A brief discussion ensued regarding notice of a volunteer lake and stream monitoring program <br />sponsored by the State. <br /> <br />EPTF May 17, 2004 <br />Page 2 of 4 <br /> <br /> <br />
