P30 <br /> <br />Ponds 37,000 <br />Restoration 12,000 <br />Total Phase 1 $474,000 <br /> <br />Staff,vas also directed to look at the following: · Rough grading to be completed <br /> · Parking stalls to be Class 5 <br /> · East side bituminous <br /> · Determine what the trail will look tike in reality, as opposed to being completely built up <br /> and the potential staging of the trail <br /> · Finance Officer Lund to info~zn the Committee of the finance options and where some <br /> creativity might come into play, and projections for income in this area <br /> <br />Assistant Public Works Director Olson explained Case #10 on the agenda tonight discusses the <br />financial piece of this, and also includes other information that has been supplied since the <br />meeting of the Public Works Committee. <br /> <br />4) Consider Policy Regarding Street Construction in New Developments <br /> <br />Councilmember Zimmerman reported normally new streets have txvo lifts of 1 ½ inches. <br />Developers are asking the City to delay the last lift until the substantial amount of houses are <br />completed. The recommendation of the Committee'was that the City Council adopt the Policy <br />Regarding Placement of the Wear Course Bituminous Lift, which is to proceed with one lift at <br />the time of initial construction and the final lift to be done when the constructioh is completed in <br />the area, with a time limit not to exceed one year. <br /> <br />5) Consider Penalties for Violations of Water Sprinkling Regulations <br /> <br />Councihnember Zimmerman explained the City will have new subdivisions coming on line this <br />year and there will likely be a lot of lawn watering. Well 6 will not be in use until this fall when <br />peak demand will be over. The City will have the same amount of water but more users. The <br />Committee discussed the proposed policy by staff and recommended it be amended as follows: <br /> · 1st violation written violation by registered mail <br /> · 2nd violation $50 fine added directly to the water bill <br /> · 3rd violation $100 fine added directly to the water bill <br /> · 4th violation shut off of water service <br /> <br />Councilmember Kurak asked if there are laws regarding the shutoff of utilities. <br /> <br />City Attorney Goodrich replied there are only laws regarding utilities in the winter. <br /> <br />Councilmember Elvig stated people need to kmow that the City came dangerously close last year <br />to draining a couple of water towers due to all the watering. This is a very significant issue due <br />to the availability of water to fight fires, and they need to make sure people understand that there <br />are teeth involved with these penalties. <br /> <br />City Council/May 11, 2004 <br />Page 12 of 36 <br /> <br /> <br />
