reason this is really encumbering someone's use of the land it could be looked at on a case by <br />case basis. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Kurak, to adopt Ordinance #04- <br />21 to establish an interim moratorium ordinance in the R-1 Rural Developing Zoning District, for <br />a 90-day period to provide time for the City to consider revised development standards for the <br />Rural Developing Area. <br /> <br />Further discussion: Councilmember Kurak stated the City needs to have time to better plan what <br />they are doingl It is likely that people will find their land more usable than it is now after the <br />completion of this. Councilmember Cook commented the residents' land may become more <br />desirable under the new development standards. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Cook: aye <br />Elvig: aye <br />Kurak: aye <br />Pearson: aye <br />Strommen: aye <br />Zimmerman: aye <br />Mayor Gamec:aye <br /> <br />Motion catTied. <br /> <br />Case #9: Order 2004 Street Maintenance Program <br /> <br />Assistant Public Works Director Olson explained the 2004 Pavement Maintenance Program <br />consists of ten projects which include cracksealing and sealcoating of City streets and two <br />projects which involve a one and one-half inch bituminous overlay of City streets. The Council <br />has been provided with the summary of the program. Staff recommends the Council accept the <br />plans and specifications and direct staff to solicit bids for the program. <br /> <br />Councilmember Pearson stated he will be abstaining from the vote on Project 04-13. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Kurak, to accept plans and <br />specifications and direct staff to solicit bids for the 2004 Pavement Maintenance Program with <br />the exception of Project 04-13. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, Cook, Pearson, <br />Strommen, and Zimmerman.
