Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig and Pearson. Voting <br />No: Councilmembers Kurak, Strommen and Zimmerman. <br /> <br />Councilmember Strommen stated it pains her to vote against the planning, but she cannot vote in <br />favor of it without public input. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to hold a public input <br />session after Hoisington and Koegler Group, Inc. ratifies the concept of the greenway, parks, <br />trails, and infrastructure in the area of the comprehensive plan amendment study. The format of <br />the public input session should be discussed at a worksession. <br /> <br />Further discussion: Councilmember Strommen stated she will support public input, but hopes <br />there will be more conversation about what it will entail. Councilmember Zimmerman stated a <br />timeline has not been laid out for the public input process, and the public will end up being <br />presented with a plan the City has put together. Councihnember Elvig stated the public input <br />should be obtained after the two layers of greenway and infrastructure information have been <br />gathered. Councilmember Kurak asked if the motion is clear to staff. Assistant Community <br />Development Director Trudgeon responded the di'rection is to proceed with the public input <br />process when some of the basic layers of information are completed. Councilmember Elvig <br />stated the only layers that should be completed are the feasibility study for sewer and water, and <br />greenspace information. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Kurak and <br />Strommen. Voting No: Councilmember Zimmerman. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Elvig, to authorize staff and <br />Bolton & Menk to begin the design of the infrastructure extension project. <br /> <br />Further discussion: Councilmember Kurak requested the Council receive information regarding <br />how these costs will be recouped by the City in the future. Councilmember Zimmerman asked if <br />competitive bidding was used with this. Assistant Public Works Director Olson replied bidding <br />is not required for professional service. These costs are extremely competitive for this type of <br />project. Councilmember Zimmerman stated the only thing the public knows is if there were <br />bidders and who had the lowest bid. Assistant Public Works Director Olson stated he does not <br />know that they would want the low bid for professional services. Mayor Gamec noted Bolten & <br />Menk is a firm the City has been working with and the City is comfortable with their work. <br />Councilmember Zimmennan stated engineering costs were not part of the strategic planning <br />session; it was only for planning. Councilmember Elvig stated planning cannot be done without <br />designing. <br /> <br />Motion carried.
