Mayor Gamec asked if the funding match for the $360,000 can include developer contribution.

Assistant Community Development Director Trudgeon responded in the affirmative.

Councilmember Strommen asked if there is a priority between the items listed for the
Development Grant, in the case they were not to be fully funded.

Assistant Community Development Director Trudgeon replied the large ticket item is the
amphitheater, which is $300,000. The trails and pedestrian bridges equal roughly $60,000. If
they had to shave anything off they would keep the $300,000. Even if they were to receive some
it will help the City make the amphitheater a reality in the future. The amphitheater is the more
important thing.

Councilmember-Strommen asked if there would be another project that could be chosen if the
funding is below the cost of the amphitheater.

Assistant Community Development Director Trudgeon replied it needs to be specified what the
funding will be used for.

Councilmember Strommen indicated if three projects are listed and the award only covers the
two smaller items, they should be able to say they will do the smaller items. She inquired about
the planned activities for the Opportunity Grant.

Assistant Community Development Director Trudgeon replied staff is still in the process of
xvorking on this. [t will likely be based off of the Central Rural Reserve.

Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Resolution
#04-05-139 authorizing staff to apply for a LCDA Opportunity Grant, and to adopt Resolution
#04-05-140 authorizing staff to apply for a LCDA Development Grant.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Kurak,
Strommen, and Zimmerman. Voting No: None.

Case #14: Adopt Policy on Tobacco Free Parks

City Administrator Norman stated the adoption of this policy would make City parks tobacco*
free.

Motion by Councilmember Cook, seconded by Councihnember Strommen, to adopt the
Tobacco-Free Parks Policy.

Further discussion: Councilmember Elvig noted this is a policy not an ordinance. They are
trying to curb activity of adults smoking in front of the children, which is a bad leadership role.
Mayor Gamec informed the public that 33 or 34 cities have adopted this policy.
