CASE # <br /> <br /> REVIEW DRAFT LANGUAGE <br />FOR THE R-1 RURAL DEVELOPING DISTRICT; <br />CASE OF CITY OF RAMSEY <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />At their May 11th, 2004 meeting the City Council adopted a 90-day moratorium on all subdivision <br />and platting in the R-1 Rural Developing District. The moratorium is effective June 14, 2004 <br />through September 12, 2004. The purpose of the moratorium is to provide time for the Planning <br />Commission and City Council to consider additional development standards for the Rural <br />Developing District. The Planning Commission held its first discussion of the standards at the <br />June 4, 2004 meeting. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Moratorium map exhibit <br />b) Draft Planning Commission minutes dated June 4, 2004 <br />c) Draft Rural Developing Ordinance <br />d) Impact fees inIbrrnation - League of MN Cities and City Attorney <br /> <br />Notification: <br /> <br />A public hearing will be held at the August Planning Commission meeting. <br /> <br />Observations: <br /> <br />Based on the discussions held at the City Council work session and the June Planning Commission <br />meeting, staff has summarized the following points: <br /> <br />City Council obsmwations - 6/1/04 Work Session <br />· Minimum lot sizes should be related to septic system capacity <br />· Maintain some degree of open space <br /> <br />· Need further discussion on how to transition from the first round of development to future <br /> rounds <br /> <br />· Greenway plan should guide location of housing <br /> <br />· Custom grading <br /> <br />Planning <br /> <br /> Commission observations - 6/3/04 Meetina <br />· Keep working with the cluster concept <br />· How to manage interface with existing rural development <br />· Road network: preserve right-of-way, ensure compatibility w/future streets <br />· l-tow to allow ibr the potential of non-residential uses in the future <br />· Consult the League of MN Cities and the City Attorney on impact fees <br /> <br />47 <br /> <br /> <br />
