A summary of the bill is <br />enclosed. <br /> <br />It is my understanding that many of the same problems that existed in S. 66, <br />(the Senate cable T.V. bill which passed this summer), also exist in the House <br />bill. Specifically, I have concerns about local authority over franchise <br />renewal, rate regulation, and public access agreements. <br /> <br />Serious review of the House proposal, H.R. 4103, is unlikely to occur until <br />next year, if at all. Hopefully, enthusiasm in the House will continue to be <br />weak, and the legislation will not make it out of the Subcommittee.
