I
i

Nov. 8, 1983

EMPLO~EE BENEFIT ADMINISTRATION CO.
6950 Wayzata Blvd, Suite 430 ·
Minneapolis, Minnesota 55426

Phone {612) 544-0311

Mr. Lloyd G. Schnelle
City of Ramsey
15153 Nowthen Boulevard N.W.
Ramsey, MN 55303

Dear Sir:

i
I
I
i
I
I
I

This letter is to inform you of my initial meeting with Jeanne
Moen and Sheila Buyer, representatives of the City staff, on
October 11, 1983. During that meeting, we discussed how First
Reports of Injuries will be handled, the Second Injury Fund,
Supervisors Report of Accident, E.B.A. 's Monthly Workers'
Compensation Claim Report and the past Loss Experience for the
City. In addition to this meeting, Merle Mevissen, Street
Supervisor, and myself, had the opportunity to do a safety survey
of the Public Works Garage and Storage Shed.

As a result of this most recent survey I do have several formal
recommendations that should be addressed in the immediate future.
These recommendations are as follows:

Within the Public Works Garage, it was noted that the tool rest
and tongue guards should be properly adjusted on the bench
mounted grinder. As a general recommendation, the tool rest
should be adjusted no further than 1/8 inch from the grinding
stone and the tongue guard no further than 1/4 inch from the
grinding stone. Periodic checks should be made to be sure that
the tool rest and tongue guards are kept properly adjusted.

I
I
I
I
i
I

Within the Storage Shed, signs should be placed over the
"Shut-Off' switches for the gas and diesel fuel pumps. These
signs could help an unfamilar employee to find these switches in
the event of an emergency situation. Also, the mezzanine area
should be equipped with a top rail at least 42 inches from the
working surface, a 4 inch high toe board along the base and a mid
rail that is located midway between the top of the toe board and
the bottom of the top rail. This type of railing is required in
a mezzanine area by OSHA Standard 1910.23. This railing may also
prevent an employee from accidentally falling off of this
mezzanine area and seriously injuring themselfo The diesel fuel
pump should have protective posts installed around it to prevent
accidental damage to this fuel pump by motor vehicles. These
posts should be substantial steel or wood posts that are firmly
anchored into the ground. In addition to the protective posts,
it is also suggested that "No Smoking" signs be placed in the
immediate vicinity of the diesel fuel pump and gas pump and a
