I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Case ~3: Formulation Of An Economic Development Financial Policy: <br /> <br />Mr. Schnelle stated that EDC is requesting Council formulate an economic <br />development financial policy, similar to what the City of Anoka has done. <br /> <br />Councilmember Van Wagner stated that this type of policy should not be <br />formulated until we see the direction of the charter and whether or not <br />the charter is adopted. <br /> <br />Mayor Gamec requested that City Staff obtain copies of Anoka's policy for <br />Council review. <br /> <br />Councilmember Schlueter inquired as to EDC's position on economic development <br />in Ramsey. <br /> <br />Mayor Gamec stated that an in-depth economic development policy addressing <br />the financial aspects cannot be formulated until we know what types of <br />businesses we want to bring into Ramsey. <br /> <br />CounciLmember Schlueter agreed that Council needs to know what kinds of <br />industry are being sought, how soon is development planned and any zoning <br />changes that will be required. <br /> <br />Mr. Schnelle replied that Ramsey has the zoning, EDC wants to be able to <br />tell prospective businesses what the City will make available to them in <br />return for locating in the City of Ramsey. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mayor Gamec brought up the issue of businesses not requiring sewer and <br />water locating accordingly and that it has been suggested that Council <br />and City Staff not get involved. If this is to be the case, there should <br />be a formal policy for Council to follow. Mayor Gamec also stated that <br />the City is already talking about hiring persons to set up financial <br />programs within the City and to this day nobody on Council knows the <br />goals of EDC. <br /> <br />Mr. Schnelle stated that EDC has formed a Local Development Corporation <br />and progress in that direction was held up by the sewer ordinance. It <br />will not proceed until the development atmosphere is right in Ramsey. <br />There are a lot of things Staff can do to assist in the way of development, <br />but it's no use if the whole concept is going to be a loser and the <br />charter will definitely affect development concept. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Van Wagner <br />to table this case until the regular Council meeting scheduled for <br />November 22, 1983. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, <br />R~imann, Schlueter and Van Wagner. Voting No: None. <br /> <br />Case #4: Surface Water Management For Rum River Watershed Management <br /> Communities: <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Reimann to <br />defer any action regarding staff persons for the watershed district until <br />a Zatershed Board is formed. <br /> <br />Further Discussion: Councilmember Schlueter inquired as to when the <br />Watershed Board will be formed '?~ur~i!memJ~er Sorteberg re~!ie,5 <br />it has been pushed out until Jur,~ :,= 198~. <br /> <br /> <br />
