I <br />I <br /> <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br /> PROPOSED <br /> FINDINGS OF FACT <br />GRACE COMMUNITY BIBLE CHDRClt <br /> <br />1) That the Grace Community Bible Church, hereinafter referred to as "Applicant', has <br />properly applied for a conditional use permit pursuant to Section 170.016 of the Ramsey <br />City Code. <br /> <br />2) That the purpose in seeking the variance is to attain approval from the City to place <br />a church in an R-I, Residential, district. <br /> <br />3) That the address of the property which is the subject of this application is 63XX - l~Tth <br />Avenue NW. The property is legally described as follows, to wit: <br /> <br />The west 396 feet of the Northwest Quarter of the Southwest Quarter of Section <br />· 11, Township 32, Range 25, Anoka County, Minnesota. <br /> <br />4) That after property notice and publication, the Ramsey Plannint~ and Zoning Commission <br />held a public hearing on the permit request on the 1st day of November, 1983 at 7:30 p.m. <br />The minutes of said public hearing are hereby incorporated as a part of these findings by <br />reference. <br /> <br />5) That the subject parcel of land is a 10 acre tract and is located in the R-1 zoning use <br />district of the City. <br /> <br />6) That the adjoining properties are all R-l, Residential, and are developed accordi~o~ly. <br /> <br />7) That 167th Avenue NW, where this property is located, is an MSAS ~'oute that has been <br />upgraded to ~urrent MSAS standards. <br /> <br />8) That on previous occasions, the City of Ramsey has permitted churches in an R-1 district <br />and on other occasions the City has prohibited churches from being located in an R-1 district. <br /> <br />9) That in considering this conditional use permit, the Planning and Zoning Commission <br />has considered the following standards to wit: <br /> <br />a) The nature of the land upon which the use is to be located; <br />b) The nature of the adjoining land or buildings; <br />c) The proximity of a similar use; <br />d) The effect upon traffic into and from the premises, or on any adjoining roads; <br />e) The total number of similar uses within the City; <br />f) Whether or not the use will be dangerous or otherwise detrimental to persons <br />residing or working in the vicinity of the use, or to the public welfare, and whether <br />or not it will substantially impair the use, enjoyment or value of any property. <br /> <br />10) That the establishmentt maintenance or operation of a church on the subject parcel <br />will not be detrimental to or endanger the public health, safety or general welfare and <br />is not contrary to established standards, regulations or ordinances of other governmental <br />agencies. <br /> <br />11) That the proposed church use will not create an unsightly, undesirable or obnoxious <br />in appearance building and that it will not hinder the orderly and harmonious development <br />of the City in the R-1 zone wherein it is proposed. <br /> <br />12) That the church will not substantially be injurious to the permitted uses nor unduly <br />restrict the enjoyment of other property in the immediate vicinity nor substantially diminish <br />and impair property values within the area. <br /> <br />13) That the establishment of the use will not impede tbs_ o~derly and normal development <br />and improvement of the surroundinl.~ property fo>- uses permi: ted in the 1~-1 ~.n~i,o ,~i,+,4,-, <br /> <br /> <br />
