I <br />I <br />I <br />I <br />i <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. Dory pointed out that it took Mounds View's Charter Comission a little <br />over a year to write a charter. <br /> <br />Mr. Loeding stated that the success of the charter depends on comunication, <br />that fear of the unknown is the worst enemy. <br /> <br />Commissioner Gamec inquired if the charter had any effect on development in <br />Mounds View . <br /> <br />Mr. McCarty replied that there is nothing in the charter that would have an <br />effect on development. <br /> <br />Comissioner Gamec stated that he has no objection to anything in a charter, <br />that he is mainly concerned how a charter will affect the financial matters <br />of a city. <br /> <br />Mr. McCarty stated that if you don't believe you can inform the public and <br />rely on them to make a responsible decision, you should not be writing this <br />charter. If you can inform your citizens and involve them in the process, <br />then you are doing the right thing by writing a charter. You need to establish <br />communication and a city newsletter is very important. <br /> <br />Mr. Loeding turned the discussion to Chapter 6 and noted that Mounds View <br />created two departments - administrative and finance; there should not be <br />a problem for Ramsey as their charter only creates a city administrator. <br /> <br />Commissioner Sieber noted that it has been suggested that the charter create <br />certain departments, boards and commissions but the Commission decided to <br />create a city administrator and Council can create at the city's need. <br /> <br />Mr. Loeding agreed that creating too much by charter could turn into a real <br />problem. <br /> <br />Chairman Heitman noted that by Ramsey's charter, creation or abolition of <br />a board or commission shall be subject to initiative and referendum. <br /> <br />Commissioner Sieber inquired if Mounds View has ever had a situation of a <br />counter petition being submitted. <br /> <br />Mounds View representative replied that they have not. <br /> <br />Commissioner Sieber referred to 'petitioned for by not less than 35% of the <br />benefitted property owners' and inquired as to how you define 'benefitted <br />property owners'? <br /> <br />Commissioner Gamec stated that the 'benefitted property owners' are identified <br />at the public hearing. <br /> <br />Commissioner Sieber replied that the public hearing is after the petition has <br />been submitted. <br /> <br />Mr. McCarty replied that you can't marry requirements to initiate a petition <br />with the lawful requirements to implement the as§essments. <br /> <br />Mr. Doty stated that 'benefitted property owners' are those to be served, even <br />at the time of the initiating petition there must be some type of plan f~r <br />the improvement t~t c~.~d be followed. <br /> <br />CC/October 20, 1983 <br /> ~'aQe 7 of 8 <br /> <br /> <br />
