! <br />! <br />! <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br /> <br />Chairman Peterson stated that possibly the Commission is trying to write <br />a charter that will last forever and they should take into consideration <br />that change is a continuous thing. Chairman Peterson stated he will be <br />attending the next regular meeting of the Charter Commission to address <br />the issue of the charter spelling out certain commissions and duties. <br /> <br />Mr. Schnelle pointed out that charters are difficult to write and a~end and <br />the Charter Co~ission should obtain all the expertise they can; charter <br />should be written to keep the City competitive with other communities. <br /> <br />Commissioner Deemer referred to Chapter 2 of the proposed charter and <br />summarized it as the City having powers the same as any statutory or <br />charter city unless it is eliminated in the charter; Commissioner Deemer <br />stated that this is.a giant loop hole. <br /> <br />Mr. Schnelle pointed out that the charter was modelled after Mounds View's <br />consideration should be given to the fact that Mounds View was 85% developed <br />at the time of their charter adoption. Mr. Schnelle also commented that <br />the Charter Commission has stated that nobody is attending their meetings <br />for the purpose of providing input; F~. Schnelle stated that he feels City <br />Staff should not be involved because it would appear self-serving and put <br />Staff in a bad light. If P & Z has any input, they should be attending <br />Charter Commission meetings. Mr. Schnelle stated that the bottom line is <br />you want your City to do well so that if and when you decide to sell, you <br />get the best possible for your property. <br /> <br />commissioner Deemer stated that in reviewing the charter draft, it is quite <br />obvious that the people who initiated it do have a goal in mind. <br /> <br />COMMISSION INPUT <br /> <br />commissioner Zimmerman stated that he will attend Council's special meeting <br />of November 15, 1983 regarding City's Environmental Ordinance. <br /> <br />Motion by commissioner LaDue and seconded by Commissioner Deemer to adjourn <br />this regular meeting of the Ramsey Planning and Zoning Commission. <br /> <br />Motion carried. Voting Yes: <br />Hendriksen, Deemer, Zimmerman. <br />Schneider. <br /> <br />Chairman Peterson, Commissioners LaDue, Kennen, <br /> Voting No: None.
