I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />NOTE CHARTER CO~ISSION AND AIP~ORT COMMISSION MEETING MINUTES <br /> <br />1) <br /> <br />Regular Charter Commission meeting minutes dated October 13, 1983 - <br />Commission noted. <br /> <br />2) Special Charter Commission meeting minutes dated October 20, 1983 - <br /> <br />Commissioner Cox referred to page 5 of 8, 4th paragraph regarding <br />Mr. Doty's comments pertaining to local elections being held in major <br />election years. Commissioner Cox stated that Mr. Doty's recommendation <br />not to combine local and national elections could be viewed as an <br />effort to weed out certain people from voting and it would appear to <br />support the opinion of some that a charter would perpetuate special <br />interest elections. <br /> <br />Commissioner Cox referred to page 5 of 8, 13th paragraph regarding <br />Mr. McCarty's comments that 15 people caused a change in Mounds View's <br />budget because they were aware of their rights under charter. Commissioner <br />Cox stated that Ramsey Council takes into consideration that a majority <br />of the people are not present at Council meetings and here is an example <br />of 15 people in the whole city of Mounds View exerting enough pressure <br />to alter something which could have been a vital expenditure for the <br />city. Commissioner Cox further commented that he does not believe in <br />a lot of spending but it appears that much of the charter philosophy <br />is special interest government. <br /> <br />3) Regular Charter Commission meeting minutes dated October 27, 1983 - <br /> <br />Commissioner Cox referred to page 5 of 14, 4th paragraph and 7th paragraph <br />regarding Staff educating Charter Commission as to budgetary processes <br />and Ramsey commission m~rs attending Charter meetings to provide input. <br />commissioner Cox stated that this City is run on a lean operation and <br />utilizing Staff to educate the Charter Commission could be costly. <br /> <br />Mr. Schnelle stated that Mounds View charter representatives informed <br />Ramsey's Charter Commission that opposition to the charter in Mounds <br />View was from their Council and Staff, therefore Ramsey Staff has <br />determined it would be best to stay out of a lot of the issues. <br /> <br />Commissioner Cox agreed that Staff should not get in the middle of this <br />issue. <br /> <br />Commissioner Schmidt noted commissioner Cox's comments are his personal <br />opinion and not those of the Economic Commission and also pointed out <br />that Staff should answer any questions regarding budgetary processes. <br /> <br />Commissioner Cox stated that there are b~dget hearings which people <br />can attend to become knowledgeable. <br /> <br />Mr. Schnelle stated that Staff has no problem answering questions, <br />Staff just does not feel comforable attending charter meetings and <br />possibly getting into an adversary role. <br /> <br />Commissioner Miller referred to page 13 of 14, first few paragraphs <br />and stated that some of the comments were derrogatory. <br /> <br />Commissioner Cox pointed out that the ~arter Commission seems to be <br />leaninG toward a majority of comm. issi~? ~£nr .... d_ up of Ramsey residents. <br /> <br />EDC/November 9, !~ <br /> <br /> <br />
