! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> I <br /> I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Case #3: <br /> <br />Charter Commission and urged them to consult with a fiscal <br />advisor regarding those portions of the charter which may <br />implicate bonding, etc. <br /> <br />Mr. Schnelle stated that Mr. Wayner Burggraaff of Evenson- <br />Dodge will be attending the next meeting of the Charter Commission. <br /> <br />Legislation: <br /> <br />d) Formulation Of An Economic Development Financial Policy - <br /> <br />Mr. Schnelle stated that a Financial Policy in Ramsey may be <br />premature because if a charter is adopted it could conflict <br />with that policy. Council and commissions in Ramsey should <br />thoroughly understand what is written in the charter because <br />changes to it will be very difficult to make. <br /> <br />Commissioner Cox stated that he attended the Charter Commission <br />public hearing and the Charter Commission did not like his <br />comments so they did not recognize him anymore. Commissioner <br />Cox stated that the Charter Commission does not want comments <br />from the opposition; the public that wants the charter written <br />properly is rejected totally. This behavior turns the public <br />off and they no longer want to provide input. This Charter <br />Commission is a result of a coalition that was unhappy with a <br />special interest, they are concerned with that special interest <br />and they are going to write the charter any way they want. <br />Commissioner Cox noted that other people he has talked with <br />have this same feeling. Co~Qissioner Cox also noted that these <br />are his personal opinions and not that of the Economic Coa~ission. <br /> <br />Mr. Schnelle stated that any commission members in Ramsey may <br />submit written input to the char%er commission which will be <br />included in the Charter Commission agendas. <br /> <br />c) Municipal Pinance Officers' Association "Action Alert.". Re~arding <br /> Industrial Revenue Bonds - <br /> <br />Commissioner Schmidt stated that U.S. Congress is attempting to <br />put severe limits on Industrial Dev~lopmen~ Bond Authority. <br /> <br />Motion by Commissioner Cox and seconded by Commissioner Miller <br />that EDC submit a letter to the authors of House Pill 1470 <br />regarding that part which pertains to industrial develop~nt <br />bonds,opposing legislation contained in that bill and to list <br />all that industrial revenue bonds have done for the City of <br />Ramsey. However, do state in the letter that bonds should <br />continue to be used for industrial development. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners <br />Guy, Fults, Muller, Miller, COx, Schmidt and Veve&. Voting No: <br />None.
