I
I
I

Commission requested State funding participation in a less elabora2e form of a
study. ~e State's reply was that numerous studies have been done in Ramsey
and they would like to see and would support a study to settle the issue once
and for all. If Ramsey goes with a Master Plan, the State will participate by
80% rather than 50-60% on a lesser study. This Master Plan would, if the decision
is to go ahead with an airport, qualify Ramsey for additional State and Federal
funds; at the time we decide to go ahead with the airport, if we do, this Master
Plan would be required anyway. The Airport Commission wants: 1. To see good
answers to the question 'Can it be done?' 2. To be able to involve the citizens
of Ramsey. The State is encouraging us to go ahead with the Master Plan.

Councilmember Reimann - Are we getting encouragement from the State because of
the current situation in Blaine?

Mr. Ippel - Ramsey's airport does not come anywhere near what is projected for
Anoka County. Ramsey's site is too limiting.

Mr. Koshak - Hakanson/Anderson Associates - Work on this Master Plan can be
stopped if there is mutual agreement between the City and the State.

I
I
I
I
I

Mayor Gamec - The airport issue keeps coming up and we never see any positive
facts; I support this study to finally make a decision on the airport issue.
There is a lot of land and landowners affected, and I would like this study
as background to my decision.

Councilmember Sorteberg inquired as to the Airport Commission's response to
the Master Plan.

Mr. Ippel replied that there was not a full commission present, but the motion
passed unanimously.

Mr. Ippel also pointed out that in his discussions with the State and Metro
council, Burke and Associates (subcontractor for the study) come very highly
recommended.

Motion by Councilmember Reimann and seconded by Councilmember Schlueter to
adopt Resolution #84-2 to approve preparation of an Airport Master Plan and
requesting State grant assistance for that plan. (Please refer to resolution
file for Resolution #84-2).

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Reimann, Schlueter,
Sorteberg. Voting No: Councilmember Van Wagner.

Case ~2: ~ommunit~ School Budget:

council tabled this case until their meeting of January 24, 1984.

Case ~4: Review Of Probationary Period; Case Of Ms. Kathleen Johnson:

I
I
i

Motion by Councilmember Reimann and seconded by Councilmember Van '~agner to
approve of Mrs. Kathleen Johnson's successfully completing her pro)ationary
period as an Accounting/Data Processing Clerk I effective on Decem~r 27,
1983. It is further directed that the City Accounting Department ~ furnished
a copy of this Council action and that a copy of the mction be pla:ed in
}~s. Johnson's personnel file.

~rr~ed. Voting Yes: Mayor Gamec, Councilmem~ ~s Reimann, Sorteberg,
Van Wagner. Voting No: None.
