After meeting several times, the Commission had a lot
of questions and no answers and received Council approval to
proceed with an Airport Master Plan study; the State participates
in the cost of the study by 80% and the City's share is 20% of
the cost. The City's Engineering office subcontracted the study
to Ralph Burke Associates and the contract reads that they are to
develop an airport layout plan which would meet the minimum
requirements for Federal funding, should the project at any point
in time begin. There are different levels of State and Federal
participation in development of municipal airports; State is 1/3
with local share being 2/3, Federal is 90% with local share being
10%; we have proceeded in a way that would satisfy Federal
criteria. It has been determined, that with certai~ things being
do~e~ an airport meetingt Federal criteria could be developed on
the present site.
