I
I
I
I
I
I
I
I
I
I
i
I
I
!
I
I
!
I

Federal participation is 90% and on a State/municipal basis, it would be
2/3's State and 1/3 municipality.

Chairman Ippel then read to the C~,,,,ission a letter from Larry Koshak
dated October 16, 1984 regarding the Airport Master Plan and that it is
planned that documentation will be submitted to Metro Council, State and
Federal agencies on approximately November 6, 1984 and that the final
l~lic hearing could be in late January or early February of 1985.

Discussion ensued as to the possibility of conducting a final public
hearing jointly with Council.

Chairman Ippel suggested that the C~r~nission, in the near future, contact
c(~munities with airports (like Air Lake in Lakeville) and research the
ways in which their community benefitted fr~m the airport.

C(m~issioner Sieber stated that the City spent money to see h~ much an
improved municipal airport is going to cost; there ought to be a study
done on where the revenues will ca~e from to pay for the project.

Ca~nissioner Siebert stated that citizens have suggested that the
Ccm~nission study other c~unities hosting airports and Air Lake would be
a good place to start.

C(m~missioner Sieber stated that when the final docu~nent is complete, he
wants to see as much documentation on raising revenue as spending revenue.

Bruce ~hompson stated that land in the vicinity of the airport is for sale
and inquired if a moratorit~n has ~cn placed on the land.

Chairman Ippel stated that the c~ners of airport property have declined
offers to sell so as not to kill the potential for an airport; the
moratoriu~n is self-imposed by the landowners.

3) 'Meet 5he Candidate':.

Chairman Ippel stated that Councilm~r Jean Schlueter contacted him
regarding the 'Meet ~he Candidate' meeting sponsored by the League Of
W~men Voters; what they are looking for is key issues that the various
Cc~missions would like the candidates to address.

Commissioner Siebert suggested that the candidates address their long
range goals and ebjectives for the City of Ramsey -- is it to develop or
is it to r~ain a bedroom c~mmunity.

4) November Meeting of Airport Commission:

Consensus was that the Cc~mission will meet on Tuesday, November 20, 1984
rather than on Wednesday, Nove~r 21 and that City Staff notify Ron
Erickson, Steve Larsen and Don Stauffer of any Airport C~,,,,ission business
and meetings just as though they were all members of the Cc~mission.
