Mr. Berres stated that the Northerly expansion that Waste <br />Management is proposing will be completed in a period of 5 <br />years and the area to the South will be in operation for a <br />period of 3 years. Waste Management, as a company, needs to <br />understand the concerns so we can react to them; in this <br />industry it is important that companies maintain a high profile <br />and do the job right. <br /> <br />Mr. Berres stated that Waste Management, Inc. is the parent <br />company of Waste Management of Minnesota, Inc. Waste Management <br />Inc. is an international service company exclusively dedicated <br />to the environmentally secure management of modern urban waste. <br />Waste Management Inc. has been selected as coordinator of solid <br />waste disposal at the Olympic games and Company has annual sales <br />in excess of one billion dollars. Waste Management Inc. is <br />divided into two groups; Waste Management of North America <br />including 200 operating divisions and over 7000 employees and <br />Waste Management International which employs over 8000 persons. <br />Mr. Berres presented slides of sites in other parts of the <br />Country. <br /> <br />Mr. Hank Cook stated that he is District Engineer for Waste <br />Management of Minnesota and has been designing landfill sites <br />for 12 years. Mr. Cook stated that Waste Management is proposing <br />an environmental improvements plan and a Southerly horizontal <br />expansion to the existing landfill site. Mr. Oook presented a <br />slide of the existing site showing three parcels of land: <br />the central 160 acre parcel (existing operation), the North 80 <br />acre pmrcel and the South 70 acre parcel. Waste Management is <br />asking for a conditional use permit for the North 80 and the <br />'South 70. It is not Waste Management's intention to fill all <br />of that acreage; we need a conditional use for all the acreage <br />because there will be certain sedimentation basins that need <br />to be constructed, there will be fencing, drainage ditches and <br />many other aspects to this landfill site. Life of the Northern <br />expansion would be 5 years and Southern expansion would be 3 <br />years. The Northern expansion includes a number of environmental <br />improvements. Both of these facilities would be total containment <br />facilities; they will be designed with a liner and a leachate <br />collection system to totally contain any leachate generated within <br />that landfill site. Another aspect of the North expansion is to <br />provide certain environmental improvements to the existing landfill <br />site; the north slope is presently experiencing some settlement <br />that is resulting in poinding of water and that ponding results <br />in leachate. The existing site does not have a liner and Waste <br />Management is proposing to put in an infiltration barrier over <br />that portion of the site and substantially reduce the amount of <br />infiltration producing leachateo Over a 20 year period we are <br />talking well over 80 million gallons of potential leachate that <br />would be generated that this site would prevent from being <br />generated with these environmental improvements. In addition, <br />these improvements will provide better drainage on the site and <br />they will recontour the site to provide more aesthetic appearance <br />on the slope. Mr. Cook presented slides showing base grades, <br />final contours, leachate collection system and engineering cross <br />section of the site. Mr. Cook stated that currently there are <br />some grades as steep as 3 to 1 and this would be recontoured to <br />a 4 to 1 slope.
