STAFF <br />REPORT <br /> <br />A_l.,l AC ~ ENI 1 <br /> <br />April 16, 1984 <br /> <br />POSITION STATE}~NT DRACrED BY THE <br />QUAD CITIES RECREATION ADVISORY COMMITTEE <br />TO BE PRESENTED TO THEIR RESPECTIVE <br />COVE~TAL A~ENCIES <br /> <br />II. <br /> <br />III. <br /> <br />In order to resolve the problem, both present and future, we Jointly <br />agree the highest priority must be given to emphasize the importance <br />of each community developing their own active recreational facilities <br />which encompass the needs of the entire Quad City recreation area <br />where programs and facilities are Jointly shared. <br /> <br />A two year time frame has been established whereby each com~unity has <br />the opportunity to incorporate and develop their active recreational <br />centers into their respective communities. In developing these active <br />recreation centers, strong consideration must be given to the lighting <br />of soccer fields and football fields as the committee feels that the <br />greatest problem is a shortage in these types of recreation facilities. <br /> <br />In the event that after two years communities have not completed the <br />development of these active recreation centers and have made no firm <br />commitment as to their completion dates, the committee recommends the <br />assessment of fees for the use of these active recreational centers <br />until such time that equalization of facilities used by participants <br />becomes a reality. The committee agrees that such assessments tend <br />to be discriminatory but feel it Justifiable if communities cannot <br />provide their recreational responsibilities. <br /> <br />City of Anoko <br /> <br /> <br />
