Sandy Phillips ~ 6640 153rd Lane NW - Stated that her house has
been listed for 6 weeks, not one person has come to look at it,
the replacement value is $90,000 and realtor wants to put it on
the market for $70,000.

Doug Fountain - 15255 Garnet St. N.W. - Stated that America was
founded on perception that our government is of, for and by the
people. This petition presented to Council tonight is a public
expression of our feelings regarding the proposed expansion.
These 2000 persons that signed the petition do not and cannot
vote concerning City business; it is the business of the City
to see to it that our wishes are carried out by City officials
which we have elected. If Council pays attention to public
expression presented, there is no doubt that Council will have
to deny the proposed expansion. Mr. Fountain stated that he,
personally, obtained 200 of the signatures on the petition and
only 2 of those 200 he approached refused to sign the petition;
one individual even chased after him in order to be able to sign
the petition. The citizens of Ramsey feel as strongly about the
landfill expansion as we did about Charter government.

APPROVAL OF AGENDA

Motion by Councilmember Schlueter and seconded by Councilmember
Reimann to approve the agenda, the addendum to the agenda and
the following additions to the agenda:

Council New Business ~ Case #10 - Request For Conditional
Use Permit; Case Of Ramsey Lions Club

Council New Business - Case #11 - Request To Subdivide; Case
of Mr. John Rowe

Further Discussion: Councilmember Reimann stated that he
attends Council meeting ready to act; abstaining should only
be used when there is a conflict of interest; requesting that
any vote to abstain be followed with an explanation of why.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Reimann,
Sorteberg, Schlueter and Van Wagner, Voting No: None.

APPROVAL OF CITY COUNCIL MEETING MINUTES

l)

Motion by Councilmember Reimann and seconded by Councilmember
Schlueter to approve the Joint Public Hearing Meeting Minutes
of the City Council and Planning and Zoning Commission dated
June 25, 1984, with the following corrections:

a)

Page 3, 1st paragraph, 3rd line - Insert the following
after 'regards to liability;': 'her main reason for
voting no was because she could not accept a contract
that had anything to do with a northerly expansion.'

b)

Page 8, 3rd paragraph, Lines 9 and 10 - Change both
references to 'South' to 'North'

Further Discussion: Councilmember Schlueter stated that she
has been informed by Council Secretary that Planning and

C/July 24, 1984
