C/September 10, 1984
property surrounding landfill, assessed valuations overstate the
value of that property. Property owners expect that new
appraisals will result in greatly reduced property taxes.
Newspaper articles have been published regarding surrounding
property devaluation because of landfills. The seriousness is
documented by PCA's placing the present landfill on their
priority list for cleanup funding. The present'damage will be
compounded by any expansion of the landfill. Property owners
will take whatever action is necessary to prevent the expansion.
The power to prevent further damage to these surrounding
properties as well as others, rests in Council's hands. By
exercising good common sense, mistakes of the past can be
corrected and problems of the future avoided. Mr. Reichert then
submitted a letter to Mayor Gamec from the office of Coale,
Reichert and Sand, dated September 7, 1984.

Lois Boettcher - 14605 Sunfish Lake Blvd. - Stated that earlier
the Pledge of Allegiance was recited and the words 'justice for
all' made her wonder where the justice is for herself. She has
lived here for 25 years and the landfill has been here 10-12
years and she has had to put up with the noise, litter and truck
traffic. Her home is probably unsaleable. She is getting
nothing in return; where is her justice.

Jim Battenberg - 7471 150th Lane - On July 30, 1984 his house
burned down and in the process of rebuilding decided to
relandscape his back yard and now he is being sued by DNR.
He never applied for a permit but the Building Inspector saw what
he was doing and never told him he was doing anything wrong. How
can Ramsey allow the State to designate half of his lot wetlands
and then sue him because he wants to make a back yard.

Mr. Schnelle immediately
discuss the problem.

took Mr.

Battenberg to his office to

~q~est For Conditional ~ Perm~_~~Q~ waste

Edward Moersfelder - Leonard Street & Deinard - Attorneys At Law -
Representing Waste Management in their application for a
conditional use permit. On June 25, 1984 we met before Council,
Planning and Zoning and the citizens to have a public hearing and
present our application for permit. A law was passed dealing
with establishing landfills in the Metro area -- one of those
sites may be Site P in Ramsey. Since that time, Waste
Management,Ramsay and Anoka have been engaged in negotiations to
accomplish:

Settling dispute of long standing between the two cities with
respect to ownership.
