I

I
I
I
I
I
I

I
!
i
I
I
I
I
i
i

ATTACHMENT "A" to Council minutes of 9/Z5/84

Mayor Gamec, members of the Council, you have before you
recommended findings prepared by your city attorney with respect·
to the application of Waste Management of Minnesota, Inc. ("Waste
Management") for a Conditional Use Permit. For the official
record of this body, and on behalf of Waste Management, I would
like to address certain aspects of those findings as they relate
to the final decision that you are about to make this evening.

When this matter was before the City of Ramsey Planning and
Zoning Commission, Waste Management prepared proposed findings
for that commission based upon the evidence and the testimony
presented. We have previously provided those proposed findings
to members of the Council and I am submitting to the Mayor, at

this time, an additional copy of those proposed findings. Based

on the evidence submitted before the Planning and Zoning

Commission and this City Council, it is the position of Waste
Management of Minnesota, Inc. that the findings as prepared by
Waste Management support its position that it has met the
requirements of Ramsey City Code, Section 170.016 "Conditional
Uses" and has satisfied the Standards for Consideration, Criteria
for Approval and Performance Standards set forth therein.

The recommended findings that are presented before you this
evening would deny the application by Waste Management for a
Conditional Use Permit. The evidence on the record, however,
does not support such a conclusion and denial. Much of the
testimony presented in opposition to Waste Management's request
