I I I I i I I I I PROCEEDINGS OF CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA A regular meeting of the Ramsey City Council was held on Monday, September 10, 1984 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. Members Present: Mayor Tom Gamec Councilmember A1 Sorteberg Councilmember Sue Van Wagner Councilmember Gary Reimann Councilmember Jean Schlueter Also Present: City Administrator Lloyd Schnelle City Attorney William Goodrich City Engineer Peter Raatikka City Building Official Clayton Berg Reporter Angela Flint Mayor Gamec called the meeting to order at 7:31 p.m. and led in the Pledge of Allegiance to the Flag. Mayor Gamec explained that the Council meeting is being held on a Monday because of the Primary Elections scheduled for Tuesday, September 11, 1984. Douglas Fountain - 15255 Garnet ST. N.W. - Proceeded to read excerpts ~from the following past Council minutes: April 23, 1979 - "Sue Van Wagner approached the City Council and presented several pictures .of different dates when debris was blown into adjacent yards." (These minutes also note that several other citizens registered complaints regarding the landfill and it's operation.) "Councilman Cox addressed the group of concerned citizens stating that the Attorney, Engineer and other members of the Council all have different attitudes but certainly share their feelings and understand the problem with much greater insite and realize the seriousness of this situation. It is a whole lot different now than it was .back in 1967. The people in this community at that time signed petitions to keep the landfill out only to find out that because this was a Township it had no authority and could do nothing to keep the landfill out. He said he was one of the original petitioners on the Town Board for this Township to become a City and for this very reason.:' "Mayor Gamec reported that he received complaints Page 2 of 14
