I
I
I
I
I
!
I
I
I
I
I
I
I
I
I
I
I
I
I

TO:

Economic Development Commission Members

FROM: City Administrator

RE: Commission Business

ENCL:

(D.Z-a) Information regarding government grants
(DZ-b) Information regarding local government aid to cities
(DZ-c) Information regarding industrial revenue bonds

CASE 4~1: SUBCOMMITTEE REPORTS:

a) Legislative Subcommittee - The Chairperson of this subcommittee will
give a report on their activities.

b) Economic Subcommittee - The Chairperson of this subcommittee will
give a report on their activities.

c) Finance Subcommittee - The Chairperson of this subcommittee will
give a report on their activities.

EDC Action: No action is required other than to note the reports unless it
is deemed that action should be taken a particular item.

CASE ~Z: GOVERNMENT GRANTS:

The 198(~ Legislative Session provides for additional grant money to be made
available to cities on a first come, first served basis. Enclosure (DZ-a) is
submitted for your information.

The City office will be working very closely with the State on this. It looks
like a grant that would be quite profitable to us.

CASE ~3: LOCAL GOVERNMENT AID TO CITIES:.

Enclosure (DZ-b) is forwarded for your information. Our two legislators were
very helpful in getting this through the legislative process. This'year it's going
to involve an additional $08,000 plus for the City of Ramsey. In addition to
that, it will give us a new revenue base. In reality it will mean quite a few
dollars down the pike for Ramsey.

It should be noted that the City of Ramsey started working on local government
aid legislation during the fall of 1978 and finally this year we got one part
of the law corrected. That part was the population we lost back in the 1970's
in the way the law was written. We still haven't gotten the formula corrected,
however, there is a good chance of that happening in the ),ear 1985. The major
thing here is that it does take time and persistence to get laws through, but
it can be done.
