Sox 64446 <br />St. Paul, Minnesota 55164 <br /> <br />Lloyd Schnelle <br />City Administrator <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Ramsey, Minnesota 55303 <br /> <br />Dear Mr. Schnelle: <br /> <br />This is to certify the change in the 1984 local government aid for the city of Ramsey~ <br />as a result of Laws 1984, Chapter 502, Article 4, Section 2. <br /> <br /> m <br />'m <br /> m <br /> m <br /> m <br /> m <br /> <br />The new provision in the local government aid law states that the 1984 local government <br />aid shall be redetermined for any statutory city which incorporated in 1974 or there- <br />after and whose current population as determined for the calendar year 1979 local <br />government aid distribution was at least twice as large as its 1970 census population. <br />T~ city of Ramsey is one of these qualifying cities. <br /> <br />The procedure for redetermining a qualifying city's 1984 local government aid begins <br />with the recalculation of its 1979 local government aid, using the full amount of its <br />1978 population estimate instead of the average of its 1978 population estimate and <br />its 1970 federal census population. After the city's 1979 local government aid has <br />been recalculated, the subsequent years' distributions including the 1984 distribution <br />for the city are recalculated on the basis of the revised 1979 local government aid. J <br /> <br />Out of all of these recalculations, only the increase in the city's 1984 local govern- <br />ment aid is to result in an additional aid payment. The enclosed tables show the <br />calculations made in redetermining the 1984 local government aid for the city of Ramsey. <br />Line 37 of Table 1 shows the revised local government aid of $239,697 for the city <br />of Ramsey. This is an increase of $68,386 over the $171,311 aid amount previously <br />certified by a notice dated August 12, 1983. <br /> <br />m <br />m <br /> <br />The increases in the city of Ramsey's 1984 local revenue base and 1984 local government <br />aid are permanent adjustments for the purpose of calculating the city's local govern- <br />ment aid for 1985 and subsequent years.
