Allocation <br />I coterminous local issuers is by a city council or county <br /> among <br /> board, and may be made to any project for which IDBs were <br /> <br /> issued after December 31, 1983, without regard to any <br />I preliminary resolutions. <br /> Application to the Pool. After July 31, an <br /> entitlement issuer may also apply for an allocation from the <br /> pool, and need not submit a preliminary resolution with its <br /> application. <br /> <br />I <br />I <br />I <br />I <br /> <br /> Joint Powers. An entitlement issuer, or the IRRRB, <br />may enter into an agreement whereby another entity uses all or <br />any part of the entitlement or statutory authority to issue its <br />own IDBs. A local issuer may also enter into an agreement <br />whereby another entity issues the IDBs for which the local <br />issuer received a competitive allocation. <br /> <br />0'1~ -R ~ ISSUERS <br /> <br /> Application. A nonentitlement issuer may apply for <br />an allocation of issuance authority by submitting to the EED, <br />on or before the 2Otb day of any month from December to <br />September (commencing only after any federal limitation act is <br />actually enacted into law), an application accompanied by (1) a <br />preliminary resolution identifying the proposed project and the <br />size of the proposed bond issue and (2) an application deposit <br />equalling 1% of the requested allocation (to be returned upon <br />rejection of the application). Allocations may be requested <br />for IDBs issued prior to the effective date of the Act <br />(April 27, 1984), and need not be requested for every project <br />for which a preliminary resolution has been adopted. <br /> <br /> Allocation Procedure. The EED shall rank each <br />application on the basis of its point total (see below). <br />Allocations of available issuance authority are made by the 5th <br />day of the month immediately following the submission of the <br />application on the basis of numerical rank, except (1) no <br />Project will receive any allocation at this time unless it <br />receives at least 4 points, (2) certain waste management <br />projects receive an allocation without regard to numerical rank <br />if less than 49% of the ~ool amount is allocated to them, (3) <br />the EED and IRRRB are preferred for allocations returned by the <br />other by September 1, for projects with 4 or more points, and <br />(4) ties in numerical rank are broken by lot unless the tying <br />issuers otherwise agree. <br /> <br /> <br />
