Criteria for Points. One point is awarded for each <br />of 19 criteria, including criteria relating to the issuer (high <br />unemployment, declining employment, tax base changes, or <br />minority population), the project (number of Jobs, ratio of <br />jobs per dollars of bond financing, market value, energy <br />conservation, pollution control, rehabilitation of building <br />[especially in historic areas], waste management or solid <br /> <br />! <br />! <br /> <br />waste, or where the issuer, without reimbursement, pays for a <br />credit enhancement device), the project site (enterprise zone, <br />meeting criteria for a tax increment redevelopment district, <br />service connections already available, or already properly <br />zoned), and project ownership (owners are without a similar <br />business in the state or are not transferring existing <br />employment within the state, or are women or minorities). <br /> <br />~I0~ OF ALLOCATIONS - SEPTEMBER I U~F~'L OCTO~R 31 <br /> <br /> From September 1 to ~ctober 31, an allocation (by <br />entitlement or competition) whlc~ has not yet been used <br /> <br />letter of intent to issue IDBs pursuant to its allocation, or <br />any portion thereof, before the end of the year or different <br />federal time period and (2) for entitlement issuers, a 1% <br />application deposit for the remaining unused allocation or <br />portion thereof to be retained. Otherwise, the portion of the <br />allocation not already used is cancelled (with return of any <br />application deposit) and reallocated. Thereafter the <br />application deposit will be returned only if (1) any part of <br />the allocation so retained is returned for reallocation by <br />October 31 or (2) the IDBs are issued. <br /> <br />POOL - RECEIVING ~TI0~NS FROM <br /> ~ I UNTIL OCTOBER31 <br /> <br /> From September 1 to October 31, any amounts available <br />for (re)allocation will be allocated among all issuers based on <br />point rankings. Entitlement issuers may apply only if they <br />have issued IDB's equal to their allocation or return any <br />remainder for reallocation. <br /> <br />POOL - RETAINING OR RECEIVING ~TIONS FROM <br />NOV~ER 1 I~TIL DECEMBER 31 (FINAL ~TION) <br /> <br /> From November 1 to December 31 any amount allocated <br />which is not both previously allocated and subject to a <br />preliminary resolution for a specific project will be <br />reallocated among issuers based on the point ranking, with no <br />minimumpoint requirement (ties are broken as noted above). <br /> <br />4 <br /> <br /> <br />
