'1 c) Proposed recommended uses of CDBG funds for 1985 - This was referred to the EDC on January 18, 1984 for your action. Accordingly, we should have a report as to the progress that is being made on this project which is to recommend how the City will use the CDBG funds. Enclosure (DZ-b) contains the following documents for your review in regards to this item: I I I I I I I I CASE CASE ~4: 1) Excerpt of EDC minutes dated January 18, 1984 (Please refer to page 1 of the above enclosure.) Z) Anoka County's letter dated January 1Z, 1984 which cites what CDBG funds can be used for in the City of Ramsey. (Please refer to pages Z and 3 of the above enclosure.) 3) Anoka County's letter dated February 14, 1984 showing the City's CDBG fund balance of funds received in 198Z and 1983 after planned uses were subtracted. Consequently, it shows that we have an uncommitted balance of $33,ZZ0 which can be used in conjunction with our new funding. (Please refer to page 4 of the above enclosure.) 4) CDBG funding for 1984-1985-1986. We will receive approximately $90,939. (Please refer to page 5 of the above enclosure.) 5) County's letter dated March Z, 1984 regarding providing information to County. (Please refer to page 6 of the above enclosure.) EDC Action: Your action will be to inform Council where we are at with this project. Also, we should inform them as to whether Burns Township wants to pool their funding with the City of Ramsey. CITY CHARTER: You have all been forwarded under separate cover a final draft of the proposed City Charter. The Charter was submitted to the Council at their regular meeting of February Z8, 1984. Council, at that time, received it by motion and directed the City Attorney to review it and submit a report on it. This will be covered more at the meeting. EDC Action: Your action will be to review this and if you have questions in regards to the Charter document, you should go to the Charter Commission meetings and have them addressed. HOLMES AND GRAVEN REGARDING FINANCE: Representatives from ~H2,1,n~e~s and Graven will be present at the Ramsey Municipal Center on ,Y~_~ff~_'~"f~ 14, 1984 at 7:30 p.m. to discuss tax increment finance and packaging of financing for commercial and industrial development. Accordingly, the City Council invites all members of this Commission to be present for said meeting. CASE ~5: EDC Action: No action is required. MEET YOUR LEGISLATOR: Commencing at 7:30 a.m. on ~16, 1984 and every Friday thereafter during this session, l~epresentative Ernie Larsen will be available to meet with all citizens at McGregor's Restaurant to discuss legislative issues.
