'1 <br /> <br /> c) Proposed recommended uses of CDBG funds for 1985 - This was referred <br />to the EDC on January 18, 1984 for your action. Accordingly, we should <br />have a report as to the progress that is being made on this project which <br />is to recommend how the City will use the CDBG funds. Enclosure (DZ-b) <br />contains the following documents for your review in regards to this item: <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br />CASE <br /> <br />CASE ~4: <br /> <br />1) Excerpt of EDC minutes dated January 18, 1984 (Please refer to page <br /> 1 of the above enclosure.) <br />Z) Anoka County's letter dated January 1Z, 1984 which cites what <br /> CDBG funds can be used for in the City of Ramsey. (Please refer to <br /> pages Z and 3 of the above enclosure.) <br />3) Anoka County's letter dated February 14, 1984 showing the City's CDBG <br /> fund balance of funds received in 198Z and 1983 after planned uses were <br /> subtracted. Consequently, it shows that we have an uncommitted balance <br /> of $33,ZZ0 which can be used in conjunction with our new funding. <br /> (Please refer to page 4 of the above enclosure.) <br />4) CDBG funding for 1984-1985-1986. We will receive approximately <br /> $90,939. (Please refer to page 5 of the above enclosure.) <br />5) County's letter dated March Z, 1984 regarding providing information to <br /> County. (Please refer to page 6 of the above enclosure.) <br /> <br />EDC Action: Your action will be to inform Council where we are at with <br />this project. Also, we should inform them as to whether Burns Township <br />wants to pool their funding with the City of Ramsey. <br /> <br />CITY CHARTER: <br /> <br />You have all been forwarded under separate cover a final draft of the proposed <br />City Charter. The Charter was submitted to the Council at their regular <br />meeting of February Z8, 1984. Council, at that time, received it by motion <br />and directed the City Attorney to review it and submit a report on it. This <br />will be covered more at the meeting. <br /> <br />EDC Action: Your action will be to review this and if you have questions <br />in regards to the Charter document, you should go to the Charter Commission <br />meetings and have them addressed. <br /> <br />HOLMES AND GRAVEN REGARDING FINANCE: <br /> <br />Representatives from ~H2,1,n~e~s and Graven will be present at the Ramsey <br />Municipal Center on ,Y~_~ff~_'~"f~ 14, 1984 at 7:30 p.m. to discuss tax increment <br />finance and packaging of financing for commercial and industrial development. <br /> <br />Accordingly, the City Council invites all members of this Commission to <br />be present for said meeting. <br /> <br />CASE ~5: <br /> <br />EDC Action: No action is required. <br /> <br />MEET YOUR LEGISLATOR: <br />Commencing at 7:30 a.m. on ~16, 1984 and every Friday thereafter <br />during this session, l~epresentative Ernie Larsen will be available to meet <br />with all citizens at McGregor's Restaurant to discuss legislative issues. <br /> <br />EDC Action: No action is required. <br /> <br /> <br />
