Ail applicants were receptive to the idea of serving on EDC subcommittees. NOTE CHARTER COMMISSION AND AIRPORT COMMISSION MEETING MINUTES The EDC noted the following: 1) Special Charter Commission meeting minutes dated January 19, 1984. 2) Regular Charter Commission meeting minutes dated January 26, 1984. 3) Regular Airport Commission meeting minutes dated January 18, 1984. 4) Special Airport Commission meeting minutes dated January 25~ 1984. Mayor Gamec stated with regards to the Charter Commission, that they are planning a public information meeting for ~ebrurary 15~ 1984 and that he has not received a final draft of the proposed Charter as of yet. He pointed out that this is a very important document and people should have more than a couple of days to review it before the public hearing is held. A synopsis of the charter was supposed to have been delivered to all Ramsey residents prior to the public meeting; if that synopsis is delivered by next Monday or Tuesday, that does not leave enough time to review and under- stand it and be ready to discuss it on the 15th of Yebru~ry. Commissioner Fults stated that he would like to see an impartial planner or attorneys comments on the proposed charter. Mayor Gamec stated that this document represents a lot of added paperwork to put the document ~nto affect, which will cost the City and could result in having to increase levy limits to cover the costs. Certain procedures will also see an increase ih cost because of rules set by the Charter; there are also areas that can be adopted automatically by the City. The City is at a point in tine when there are decisions to be made regarding finances, taxation and City development and there has to be a strong government body making those decisions. Motion by Commissioner Schmidt that the members of the Economic Development Commission respectfully requests that at least 30 days prior to the f%rst public meeting of the Charter Commiss~on~ to be held for the purpose of explaining the final draft of the proposed charter, the following actions should be taken: 1) A title by t~tle synopsis of the Charter explaining what presently is in place and the effect of that title under the new Charter be mailed to all residents. 2) A complete copy of the proposed final draft be made aYa~lable to all residents at City Hall. complete copy of the pmoposed final draft be delivered to all Commi'ss~on members and City Council..
