Char~ter 3, c~ ' <br /> <br />O~arter Cor~nission consensus is that no change is necessary to this section. <br /> <br />~]is section is re%~itten as follows: <br /> <br />'~%e final version of every ordinance shall be read in full prior to <br />passage by Council unless such reading is waived by a majority vote of <br />the City Council, provided that a copy of the ordinance is posted or <br />otherwise made available to the public at least three working days <br />prior to the meeting at which it is to be adopted. The ordinance shall <br />then be signed by mayor, attested to by the Clerk/Administrator, and <br />filed and preserved by him. Each ordinance, or summary of such ordinance, <br />shall be published at least once in the official newspaper. This summary <br />of each ordinance shall include, in layman's terms, the intent of the <br />ordinance. To the extent and in the manner provided by law, a ordinance <br />may incorporate by reference, a statute, State administrative rule or <br />regulation of Minnesota, a code, or ordinance or part thereof, without <br />publishing the material referred to in full. <br /> <br />F. Chapter 3, Section 3.10.01 - <br /> <br />Commission consensus is to incorporate the following changes: <br /> <br />Second line, between the words 'resolution' and 'shall', add the <br />word 'respectively'. <br /> <br />Fifth line, between the words 'resolution' and 'shall', add the <br />word 'respectively'. <br /> <br />Cha~ter 3, Section 3.10.02 - <br /> <br />Charter Commission accepted Mr. Dorn's recommendation to add the subtitle: <br />"Repeal Of Initiative Ordinances". <br /> <br />H. Chapter 4, Section 4.02.01 - <br /> <br />Commission consensus is that Mr. Dorn is not comprehending the Commission's <br />intent in this section, but that it could use some rephrasing so as not <br />to imply prohibiting persons from running for office. <br /> <br />Commission consensus is that Commissioner Gamec obtain City Attorney <br />Goodrich's assistance in rewording this section. <br /> <br />CC/January 19, 1984 <br />Page 2 of 4 <br /> <br /> <br />
