Councilmember Strolnmen introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #04-05-137 <br /> <br />A RESOLUTION IDENTIFYING FINDINGS AND DENYING A COMPRItENSIVE PLAN <br />AMENDMENT TO CHANGE A LAND USE DESIGNATION FROM LOW DENSITY <br />RESIDENTIAL TO PLACES TO SHOP. <br /> <br /> WHEREAS, on March 29, 2004, the City of Ramsey received a request from a property <br />owner on U.S. Highway 10 requesting an amendment to the Comprehensive Plan to change the future <br />land use designation of his property from Low Density Residential to Places to Work for the <br />following legally described property: <br /> <br />Lot 9, Auditor's Subdivision No. 033 <br /> <br />(The Subject Property) <br /> <br /> AND WHEREAS, the Comprehensive Plan approved in 2001 shows the subject property <br />designated land use as Low Density Residential; and <br /> <br /> WHEREAS, the property owners are requesting that the subject property designated land use <br />be changed to Places to Shop; and <br /> <br /> WHEREAS, the Ramsey Planning Commission met on May 5, 2004, conducted a public <br />hearing, and recommended that the Ramsey City Council deny the request for an amendment to the <br />Comprehensive Plan; and <br /> <br />WHEREAS, the adjacent land uses are designated as Low Density Residential; and <br /> <br /> WHEREAS, the Subject Property is located in the Mississippi River Critical River Corridor; <br />and <br /> WHEREAS, no concept plan showing what the intended use for the proposed amendment <br />was presented with the written application; and <br /> <br /> WHEREAS, the City finds that given the Subject Property's long-term residential use of the <br />property, the adjacent residential land uses, and the location of the Subject Property within the <br />Mississippi River Critical River Corridor, it is not appropriate to change its designation to Places to <br />Shop. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby denies the request for a land use designation change of the <br /> Subject Property fi;om Low Density Residential to Places to Shop for the following parcel: <br /> <br />PID # <br />19-32-25-43-0002 <br /> <br /> <br />
