SOLID WASTE ABATEMENT <br />Executive Summa~ <br /> <br />As required by the 1980 Solid Waste Act, metropolitan counties must consider <br />reducing their dependence on landfii Is, and Anoka County has submitted an <br />abatement report which is under continual review by the County. <br /> <br />Solid waste abatement is necessary to conserve land resources, conserve <br />energy, protect against groundwater to prevent environmental degradation, <br />to provide long term community solid waste services, control solid waste <br />management costs and to address public concerns. <br /> <br />This solid waste abatement paper discusses abatement alternatives that <br />include various soft/non-technical approaches for waste reduction and source <br />separation and several mechanical/processing approaches. <br /> <br /> Possible County Actions <br /> <br />Several realistic opportunities for Anoka County to worl< toward include; <br />I. County office paper reduction, reuse, and recycling, <br />2. Yard waste composting, and <br /> <br />3. Technical assistance to municipalities for office paper reduction, reuse, <br /> and recycling and source separation programs (curbside piclaJp and <br /> recycling centers). _ <br /> <br />An engineering analysis, conducted in close concert with the County ~oard, <br />to identify and evaluate marl<ets and options for processing alte~'native~ <br />primarily: <br /> <br />I. Mechanical separcrtion which maY include P,.D.F. <br /> <br />7.. Combustion waste to energy units, <br /> <br />3. Incineration units. <br /> <br />Cost estimates to accomplish these possible County actions are a range of <br />~6,000 to $111,000 including one staff position, equipment (for <br />soft/nontechnical approach), and engineering services. <br /> <br /> <br />
