CONCEPTUAL DESIGN AND PRELIMINARY OPERATING PLAN <br />ACCELERATED DECOMPOSITION LANDFILL -- ANOKA COUNTY <br /> <br />SUMMARY <br /> <br /> This report provides a conceptual design, preliminary operating plan, and cost estimate <br />for an accelerated decomposizion lan~ill, The conceptual design is general enough to be <br />applicable to the 80-acre sites on Anoka Cbunty's lan~LU site inventory. The acceJerated <br />decomposition landfill is a component of the County's land disposal abatement plan. The <br />intent of the facility is to reduce the amount of land needed for land~LLling by accelerating <br />the decomposition of the refuse. The decomposed refuse will be used as a compost type ~ <br />soLl amendment materiaJ as suitable markets are available. <br /> <br /> The fa~JJity was designed to dispose of ail the refuse generated in the County aster <br />removaJ of the portion of the waste strea~n that can be separated a~d recycled. The refuse <br />wig be shredded prior to disposal to help accelerate the decomposition. <br /> <br /> The accelerated decomposition lanci{LU w/L[ be conslzucted in ceils with each cell <br />c~ntaining re, use generated in the County over'about a 10 year period. This-- cons"truc~o~ <br />procedure wLU allow the decomposed refuse from one cell :o be mined whLIe refuse is be:n! <br />placed into another cell' in the lancl~LU. This procedure wLL! also aJJow the phasec <br /> <br />I construction c~ the Liner and leachate collecT, ion systems. A~"ter a period of a~out 10 years: <br /> it is anticipated that the waste placed during the firs"t yem' of opera:on will be sufficienti) <br /> <br />Idecomposed so that it can be mined and marketed as a soil amendment. The next two yea~. <br />will be spent mining the refuse from the first two or three cells whLle re, use is being piac~ <br /> <br />I in the eleventh and :weL[th cells. Al:er decomposed refuse has been removed from the firs- <br /> two ar three ceils, shredded refuse will'agaln be placed in the first cell and the decompose~ <br /> <br />Irefuse will be mined from the third and fourth cells. As long as markets can be found fo <br />the decomposed refuse, the mining and subsequent plaCement of refuse in the lanclfiLl <br /> <br />Iproceed indefinitely. <br /> <br />i Maintaining a high moisture content in the re'use and controLLing the pH of th <br /> moisture' in the refuse are the two most important factors in accelerating the decompositie <br />! - <br /> <br /> <br />
