The ~wner or subdivider, engaged in the development of lands and properties which are zoned for Non- Residential Districts, may request City participation in the payment of the costs' of the installation of sanitary sewer, ~ter system, stor~ sewer, streets and curb and gutter improvements required by this section and, in such event, ~uch o~ner or subdivider shall comply with the requirements of this section. Assessments. The procedure for the installation and assessment of the cost of t~provements under this section shall be the same as that provided for improvements in lnnd in areas zoned for Residential classifications pursuant to section 170.039D except that: Special assessments for the cost of sanitary sewer, stor~ water and water system improvements shall be for a period of ten (10) years; and The bond or letter of credit guaranteeing payment of the special assessments for sanitary sewer~ stor~water amd water gystem - --' improve~ents shall obligate the o~ner or subdivider for the length of the assessment. 170.039F ~UBDIVIDER NAY PEP, FOR// i/ORK, ELECTION The o~ne'r or 'subdivider ~ay elect to construct the improvements required by this section at his o~rn expense and without City.participation in the expense thereof. In such event, the ovner'or subdivider ~ay retain an engineer and contractor to plan, design and install such 'services, subject to review and inspection by the City Engineer. The estimated cost of the improvements~ including the ad~inistrative' charges-of'the City Engineer for supervision and inspection, shall be included in the owner or subdivider's contract ~rlth the City pursuant to Section 170,039G, ~nd the appropriate security in the form of cash, letter of credit or bond shall be deposited with the City as required by that section. On projects which provide benefit to other areas in addition to 'the subdtvider's property, the project shall be constructed as a City project. 170.039G Prior to the installation of any required improvements by a subdivider and prior to Council approval of the final plat, the subdivider shall enter into a
