Motion carried. Voting Yes: Mayor Ga~ec, Councilmen,>ers Soz~eberg, R~imann, Schlueter and Van Wagner. Voting No: None. Motion by Oouncilmember Van Wagner and seconded by Councilmemb~r ~imann to approve of the pzeliminary plat of Rivezs' Bend. Further Discussion: Discussion ensued regarding assessing benefited proper~y owners for an MSA road, whether or not. there must be direct access to the MSA road in order to show benefit and does the City's ordinance need rework. Councilmember Van Wagner withdraws her motion to grant preliminary plat approval of Rivers' Bend. Councilmember P~imann withdraws his second to the motion. Motion by Councilmember Van Wagner to table preliminary plat approval of Rivers' Bend and to direct Staff to research impact on the land to the north. Councilmember Van Wagner withdraws her motion to table preliminary plat approval of Rivers' Bend. Motion by Councilmember Van Wagner and seCOnded by Councilmember Reimann to approve of the preliminar~ plat of Rivers' Bend. Further Discussion: Councilmember Schlueter inquired as to what happens next. Mr. Schnelle replied that the City's ordinance is executed. F~r. Raatikka stated that an EAW is submitted to EQB. Mr. Go--rich stated that the develo~e~ must COmply with the City's Municipal Utility Ordinance. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, ~imann, Schlueter and Van Wagner. Voting No: None.
