The estimated ~arket value of each parcel as determined by the City Assessor following such division of land and property must exceed the a~ount of special assessments previously levied and allocated to each parcel, including the amount of assessments estimated to be levied again in accordance ~rlth this section by reason of such division of land and property. 170.039E ClT~ PARTICIPATION, NON-RESIDENTIAL DEVELOP~iENT$ 1. Certain Improvements. The owner or subdivider, engaged in the development of lauds and properties which are zoned for Non- Residential Districts, may request City participation in the£payment of the c~sts of the installation of sanitary sewer, water system, storm sewer,~streets and curb and gutter improvements required ~ this section~and, in such event, such owner or subdivider sha~l comply with the requ~ements of this section. / 2. .Assessme~t~ The procedure for the installation and ~ssessment of the Cost of imp~vements under this section shall be the/same as that provided for ~mprovements in land in areas zoned fo~ Residential classiflcatio~pursuant to section 170.039D exce~that: a. Special asseSsments:for the cost of sanitar}/sewer, storm water and water system ~nprovements shall be for a pe/fiod of ten (10) years; b. The bond or letter of credit guaranteeing payment of the special assessments for s~nitary sewer, storm~ater and water system improvements shall~obligate the o~ner/or subdivider for the length of the assessment..~ ' / The o~ner or subdivider may elect to.~onstru~ the improvements required by this section at his own expense and withoUt~Cit~/_p~_rticipation in the expense thereof. In such event, the o~ner or s~b~vtder may retain an engineer and contractor to plan, design and install s~h services, subject to revie~ and inspection by the City Engineer. The ~Lmated cost of the improvements, including the administrative charges o~ th~ City Engineer for supervision and inspection, shall be included in the ~L-ner ~r subdivider's contract ~lth the City pursuant to Section 170.039G, .m/f the a}~ropriate security in the form of cash, letter of credit or bond shal~ be deposited with the City as required by that section.
