I I I I 110.10 PARADES AND i4ARCHING llO.lOl PURPOSE The purpose of this chapter is to define the time and place, duration and manner of the use of streets for parades and marches, so as not to unreasonably Interfere with rights ,,f others to the use of the streets and other public places; to have access to driveways and store entrances and to have traffic movement in suchl a manner so as not to deprive the public of police and fire protection, and the public use and enjoyment of streets and other public places. I 10. 102 I)IiFINITIONS For the purposes of this chapter, the following definitions shall apply: I I 110.103 a. "Parade" is any parade, march or procession in or upon any street, except the sidewalks thereof, or in or upon any alley. b. "Parade permit" is a permit as required by this chapter. I~i!M'II'F Pd.~QUI RED No person shall engage in, participate in, form or start any parade, unless a parade permit therefor shall have been obtained from the city council. This chapter shall not apply to: a. Funeral processions; b. A governmental agency acting within the scope of its functions. 110. 104 APPLICATIONS In addition to such information as ~he clerk may require, the applica- tion shall also include: a. If the parade is pro'posed to be conducted for, on behalf of, or by an organization, the name, address and phone number of the headquarters of the organiza- tion and of the authorized and responsible heads of such organization; b. The name, address and phone number of the person who will be the parade chairman and who will be respons- ible for its conduct; c. The date when the parade is to be held; d. The route to be traveled; e. The approximate number of persons who, and animals and vehicles which, will constitute such parade, the type of animals and description of the vehicles; f. The hours when the parade will start and terminate; g. A statement as to whether the parade will occupy all or only a portion of the width -if the streets proposed to be traversed; h. The location by streets of any assembly areas for such parade; i. The time at which units of the parade will begin to assemble at any such assembly area or areas;
