I <br />I <br />I <br />I <br /> <br />110.10 PARADES AND i4ARCHING <br /> <br />llO.lOl PURPOSE <br /> <br />The purpose of this chapter is to define the time and place, duration <br />and manner of the use of streets for parades and marches, so as not to <br />unreasonably Interfere with rights ,,f others to the use of the streets <br />and other public places; to have access to driveways and store entrances <br />and to have traffic movement in suchl a manner so as not to deprive the <br />public of police and fire protection, and the public use and enjoyment <br />of streets and other public places. <br /> <br />I 10. 102 I)IiFINITIONS <br /> <br />For the purposes of this chapter, the following definitions shall apply: <br /> <br />I <br />I <br /> <br />110.103 <br /> <br />a. "Parade" is any parade, march or procession in or upon <br /> any street, except the sidewalks thereof, or in or <br /> upon any alley. <br />b. "Parade permit" is a permit as required by this chapter. <br /> <br />I~i!M'II'F Pd.~QUI RED <br /> <br />No person shall engage in, participate in, form or start any parade, <br />unless a parade permit therefor shall have been obtained from the city <br />council. This chapter shall not apply to: <br /> <br />a. Funeral processions; <br />b. A governmental agency acting within the scope of its <br /> functions. <br /> <br />110. 104 APPLICATIONS <br /> <br />In addition to such information as ~he clerk may require, the applica- <br />tion shall also include: <br /> <br />a. If the parade is pro'posed to be conducted for, on <br /> behalf of, or by an organization, the name, address <br /> and phone number of the headquarters of the organiza- <br /> tion and of the authorized and responsible heads of <br /> such organization; <br />b. The name, address and phone number of the person who <br /> will be the parade chairman and who will be respons- <br /> ible for its conduct; <br /> c. The date when the parade is to be held; <br /> d. The route to be traveled; <br /> e. The approximate number of persons who, and animals <br />and vehicles which, will constitute such parade, the <br />type of animals and description of the vehicles; <br />f. The hours when the parade will start and terminate; <br />g. A statement as to whether the parade will occupy all <br /> or only a portion of the width -if the streets proposed <br /> to be traversed; <br />h. The location by streets of any assembly areas for <br /> such parade; <br />i. The time at which units of the parade will begin to <br /> assemble at any such assembly area or areas; <br /> <br /> <br />
