I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br /> <br />Motion by Commissioner Deemer to recommend that City Council <br />obtain more information regarding noise measurements at the <br />Ramsey Landfill as it currently exists. <br /> <br />Con~nissioner Zi~merman seconded the motion for further <br />discussion· <br /> <br />Further Discussion: Commissioner Deemer stated that the City <br />of Bloomington has noise measuring equipment that might be <br />available for use by Ramsey. Mr. Schnelle stated that the <br />City gets a lot of calls regarding noise and odors at the <br />landfill; suggest that this motion include researching both. <br />Commissioner Deemer stated it would be helpful to have some <br />noise numbers in order to compare the noise level with that <br />of freeways, etc. Mr. LeFevere stated that noise is not an <br />absolute standard; the Commission has to determine whether or <br />not it is objectionable and expert testimony could be helpful <br />in this regard. Mr. LeFevere added that noise measured at <br />the site now won't mean much to the Comr~ission unless it <br />violates an absolute standard number. Mr. LeFevere stated <br />that some expert testimony helping the Cormmission to equate <br />those noise readings will be helpful· <br /> <br />Motion carried. Voting Yes: Commissioners Zimmerman, Deemer, <br />Hendriksen, Johnson and LaDue. Voting No: Commissioner <br />Kennen. Abstain: Chairman Peterson. <br /> <br />Commissioner Deemer pointed out that according to Waste <br />Management's letter of July 3, 1984, measures were being <br />taken to reduce the noise level of machinery at the site. <br /> <br />I <br />i <br />I <br /> <br />Commissioner Hendriksen stated that he thinks Mr. Bjorklund <br />stated at the June 25, 1984 public hearing that a lot of the <br />noise is generated by from trucks not under Waste Management <br />control. <br /> <br />Chairman Peterson stated that Council should be provided <br />copies of the public hearing minutes and tonight's <br />minutes as back-up information to P&Z's request for a <br />second appraisal and further noise testing. <br /> <br />4. Vibration. <br /> <br />Mr. LeFevere stated that noise is vibration but people at <br />PCA would be more qualified to testify on noise than on <br />vibration. <br /> <br />No Commission comment. <br /> <br />Odors. <br /> <br />Commission consensus is that no further information is <br />necessary on this issue. <br /> <br />Air Pollution. <br /> <br />Mr. Schnelle stated that from 1978-1980 and in the last <br /> <br />P.& Z/July 3, 1984 <br /> Page 12 of 19 <br /> <br /> <br />
