It was anticipated that the site would be closed the <br />end of 1983; there is still capacity left; operator indicates <br />that the existing site has two years capacity left; possibility <br />then exists for operator to apply for a vertical expansion. <br /> <br />Motion by Commissioner Zimmerman and seconded by Commissioner <br />Johnson that the petition received by City Council on July 24, <br />1984 opposing landfill expansion be included in the findings of <br />fact as Item #7.a on page 2. <br /> <br />Further Discussion: Mr. Goodrich inquired if City Staff verified <br />the signatures as all Ramsey residents? Susan Beale of Sunfish <br />Blvd. stated that the petition is not calling for any municipal <br />action like an election and therefore does not have to adhere to <br />legal requirements. Mr. Goodrich stated that the findings of <br />fact should reflect that the petition is unverified. <br /> <br />Motion carried, Voting Yes: Commissioners Zimmerman, Deemer, <br />Johnson, Hendriksen, LaDue. Voting No: None. Abstain: Chairman <br />Peterson. Absent: Commissioner Kennen. <br /> <br />Discussion ensued regarding including Mr. Boblett's report in the <br />findings of fact, <br /> <br />Mr. Boblett stated that he does not have a written report at this <br />time but he will provide one to the City by the end of the week. <br /> <br />Mr. LeFevere stated that the sum and substance of Mr. Boblett's <br />testimony is that the southern landfill expansion would decrease <br />property values 15-25% and the northern landfill expansion would <br />render several homes unsaleable; the Commission could simply <br />include this statement in the findings. <br /> <br />Motion by Commissioner Zimmerman and seconded by Commissioner <br />Johnson that Mr. Boblett's written report regarding the landfill <br />expansion affect on adjacent properties be included as part of <br />the findings of fact on page 10 between the first and second <br />paragraphs. <br /> <br />Motion carried. Abstain: <br />Co,,,~issioner Kennen. <br /> <br />Commissioner Deemer noted that the City never received a written <br />report from Mr, Bjorklund, the appraisor giving testimony at <br />the June 25, 1984 public hearing and if one appraisal is going <br />to be included in the findings, then both should be. <br /> <br />Chairman Peterson replied that the proposed findings note that <br />public testimony was taken at the. public hearing and Mr. Bjork- <br />lund's comments would be a part of that public testimony. <br /> <br />Mr. Goodrich stated that the Planning Commission, at their meeting <br />of July 3, 1984, requested Council approval to noise level tests <br />to be conducted at the landfill; Council approved that request on <br />July 10, 1984.
