This Official Statement <br />is not to be construed as a contract or an agreement between the City <br />and purchasers or holder of any'of the Bonds. <br /> <br />PURPOSE AND AUTHORITY <br /> <br />The Bonds are being issued pursuant to Minnesota Statutes, Chapters <br />429 an~ 475 for the purpose of financing various public improvements <br />in the City of Ramsey. <br /> <br />SECURITY <br /> <br />The Bonds will be general obligations of the City for which its full <br />faith and credit and unlimited taxing powers are pledged, .along with <br />special assessments to be levied against benefitted property. <br /> <br />1 <br /> <br /> <br />
