I I I I I I i I I I I I I I I I I I I GENERAL INFORMATION The City of Ramsey is located on the Mississippi and Rum Rivers in Central Minnesota approximately twenty miles north of the Twin Cities of Minneapolis and St. Paul. The City is located in the County of Anoka, Minnesota's fastest growing county. The City encompasses approximately 32 square miles and has a present population of 10,593. GOVERNMENT ORGAN~'ZAT ION Ramsey has a mayor-council form of government. The mayor is elected for a two-year term while the four Council members are elected at large for four-year terms. A council-appointed City Administrator manages the daily affairs of the City. The City's present mayor, the Honorable Thomas Gamec, is a former Ramsey Planning and Zoning Commission member and has been mayor since January, 1979. The City Administrator, Lloyd Schnelle, has served in this capacity with the City since July, 1978. The City planning Commission is responsible for the City's physical development advisory, the Park and Recreation Committee advises the Council concerning the acquisition, maintenance and use of the City's parks, and the Economic Development Commission works to improve the City's commercial and industrial tax base and to provid? local employ- ment. All three commissions are council-appointed. cITY EMPLOYEES The City employs 17 regular personnel in the following categories: Police: Chief plus five officers Public Works: Director with a staff of three Administration: City Administrator, Deputy Clerk, Building Official, Finance Director, City Assessor, Accounting Clerk, and Receptionist. Ail City employees (with minor exceptions such as casual labor) must belong to the State-wide retirement plan administered by the Public Employees Retirement Association (PERA). The City contribution to this plan, based on statutory percentages determined by PERA, includes an amount to retire prior years' unfunded liabilities with full funding required by the year 2010. PERA is a State-wide contributory retirement plan for which an individual City's portion of the unfunded liability is not available because no city is directly liable for any unfunded liability under Minnesota law. MUNICIPAL SERVICES Police and Fire Police protection for the City is provided by six full-time officers. The Anoka County Sheriff also patrols the City and is available for emergency calls. The City has contracts with the Cities of Anoka and Elk River for fire protection. The insurance rating for the City of Ramsey is Class 8. 10
