I <br />I <br /> <br /> I <br /> I <br /> I <br />I <br />i <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />GENERAL INFORMATION <br /> <br />The City of Ramsey is located on the Mississippi and Rum Rivers in <br />Central Minnesota approximately twenty miles north of the Twin Cities <br />of Minneapolis and St. Paul. The City is located in the County of <br />Anoka, Minnesota's fastest growing county. The City encompasses <br />approximately 32 square miles and has a present population of 10,593. <br /> <br />GOVERNMENT ORGAN~'ZAT ION <br /> <br />Ramsey has a mayor-council form of government. The mayor is elected <br />for a two-year term while the four Council members are elected at <br />large for four-year terms. A council-appointed City Administrator <br />manages the daily affairs of the City. <br /> <br />The City's present mayor, the Honorable Thomas Gamec, is a former <br />Ramsey Planning and Zoning Commission member and has been mayor since <br />January, 1979. The City Administrator, Lloyd Schnelle, has served in <br />this capacity with the City since July, 1978. <br /> <br />The City planning Commission is responsible for the City's physical <br />development advisory, the Park and Recreation Committee advises the <br />Council concerning the acquisition, maintenance and use of the City's <br />parks, and the Economic Development Commission works to improve the <br />City's commercial and industrial tax base and to provid? local employ- <br />ment. All three commissions are council-appointed. <br /> <br />cITY EMPLOYEES <br /> <br />The City employs 17 regular personnel in the following categories: <br /> <br />Police: Chief plus five officers <br />Public Works: Director with a staff of three <br />Administration: City Administrator, Deputy Clerk, Building Official, <br />Finance Director, City Assessor, Accounting Clerk, and Receptionist. <br /> <br />Ail City employees (with minor exceptions such as casual labor) must <br />belong to the State-wide retirement plan administered by the Public <br />Employees Retirement Association (PERA). The City contribution to <br />this plan, based on statutory percentages determined by PERA, includes <br />an amount to retire prior years' unfunded liabilities with full <br />funding required by the year 2010. PERA is a State-wide contributory <br />retirement plan for which an individual City's portion of the unfunded <br />liability is not available because no city is directly liable for any <br />unfunded liability under Minnesota law. <br /> <br />MUNICIPAL SERVICES <br />Police and Fire <br /> <br />Police protection for the City is provided by six full-time officers. <br />The Anoka County Sheriff also patrols the City and is available for <br />emergency calls. The City has contracts with the Cities of Anoka and <br />Elk River for fire protection. The insurance rating for the City of <br />Ramsey is Class 8. <br /> <br />10 <br /> <br /> <br />
