m <br />m <br /> <br />TO: Mayor and Councilmembers <br />FROM: City Administrator <br />RE: Staff Report <br /> <br />Legislation: The following is a partial <br />are getting quite a bit of attention: <br /> <br />listing of <br /> <br />items that <br /> <br /> a. Local Government Aid To Cities - This is getting a <br />tremendous amount of attention by the different lobbying groups. <br />There is a big push to have the Legislatures increase the dollar <br />amount to be made available to cities. There is likewise a big <br />push to just equalize the formula that distributes these LGA <br />Funds. Ramsey's position has been to just equalize the formula <br />and if that happens we would receive our fair share. <br /> <br /> b. Storm water/sanitary sewer separation for Minneapolis <br />and St Paul and have the State share in costs - This sounds like <br />a good idea and it is a good idea but let those two cities pay <br />for it. These cities are only use this ploy to free up more <br />for use in their General Fund. Further it will mean reduced <br />funding for cities like Ramsey. This is one issue that is being <br />watched very carefully by cities. <br /> <br /> c. Fiscal Disparity: This has always been a controversial <br />piece of legislation and it has never really helped the City of <br />Ramsey out until 1983, however, it has helped out the county as <br />a whole to some degree. It has hurt cities like Ramsey who are <br />fringe area in development. The big benefactor Minneapolis is <br />now a loser and I'm sure they will be joining up with the <br />Southwest Suburban Cities to have this law removed from the <br />books. <br /> <br />My comments are this - I think that fiscal disparities should go <br />but before it goes, square the LGA legislation and if that can't <br />be done then keep fiscal disparities because it does benefit <br />Anoka County except for Fridley. <br /> <br />2. Finance: The <br />information: <br /> <br />following is hereby submitted for your <br /> <br /> a. Five (5) Year Capital Improvement Plan (CIP) - We will <br />be commencing work on this in October 1984. As soon as we <br />complete this document we will be commencing work to up grade our <br />bond rating. <br /> <br />b. Bond Rating - We currently have a baa-1 rating which is <br />good for a city like Ramsey, however, we have never really liked <br />the idea of being part of the also ran group and we have been <br />striving to get a higher rating because of our good financial <br />position. This year the Moody Rating Service indicated to Jeanne <br />that when we get our CIP completed we should make application for <br /> <br /> <br />
