September 24, 1984 <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />Mayor and Council~e~bers <br /> <br />City Administrator <br /> <br />Joint Powers Fire Agreement with the Cities of Anoka <br />and Cha~plin <br /> <br />Councilmembers received a copy of the joint powers fire agreement. <br />at their ~eeting of August 14, 1984. The Ramsey Fire Committee <br />represent at ives (Counci lmer~ber Rei mann and City Administrator <br />Schnelle) stated that they had just received the document and had <br />not been part of the originating of it. Consequently, they <br />stated that they would be meeting to review this a~ree~ent with <br />the Anoka Fire Chief. ~ - · <br /> <br />On September 13, 1984, the Ramsey Fire Cor~ittee met with the <br />Anoka Fire Chief and discussed the City's obligation under the <br />joint powers fire agreement versus its present contract status <br />for fire protection. The Anoka Fire Chief stated that the City's <br />cost under the joint powers fire agreement would be approximately <br />$-Z0,000 plus a~ co~mitt~ent towards the purchase of equipment, <br />etc. However, the Anoka Fire Chief stated that before the City <br />.of Anoka could enter into an agree~ent with Ramsey or Champlin, <br />Anoka would have to purchase certain pieces of equipment (ladder <br />truck costing $300,000 to .$400,000). This piece of equipment <br />wotlld not be of a benefit to Ramsey or Char~plin at the present <br />time. <br /> <br />Councilmember Rei~ann has recommended that due to budget <br />constraints, the City continue under the present contract <br />agreement for at least year 1985, as the City would not be able <br />to absorb the estimated cost of the joint powers fire agreement. <br /> <br />Ir~ a ~eeting today, September ~4, 1984, the Anoka Fire Chief <br />stated that they would not be entering into any joint powers <br />agreements with any City due to internal problems in regards to <br />equipment. He stated that our contract cost would be 8/10 of a. <br />~ill on the 'area valuation that they provide .coverage to in <br />Ramsey. This represents approximately a 13% increase in the 1984 <br />fire protection costs. <br /> <br />I~ summary, it appears that 1986 will be the ye~ when the three <br />cities will be in a position of seriously considering a joint powers <br />fire agree~e~t. <br /> <br />LGS: pj c <br /> <br /> <br />
