Con- sequent]y, inasmuch as only City Staff has been involved with this document, it is recommended that Council fshle action on the long terr financial plan until the Budget Co~,,idttee has had an opportunity to revie~ it and present jt to C~uncil as has been Council policy with all City budgets.
