ORDINANCE 84-16 CITY OF RAMSEY ANOKA CfI3NTY S~TE OF MINNESOTA AMENDMENT to Ordinance %82-10 which is known as the Final Franchise Champlin, Ramsey and Andover, Minnesota. An ordinance, including addendum with exhibits, granting a franchise to Group W Cable of Quad Cities, Inc., a Minnesota corporation, to operate and maintain, a cable communications system in the city; setting forth conditions accompanying the grant of franchise; providing for regulation and use of the system; and prescribing penalties for the violation of is provisions. The City Council of the City of Ramsey hereby ordains: Section I. Amendment SECTION Sect/on 2. 4. FRANCHISE FEES, RATES, C}~ARGES, CHANGES IN FEES AND PROCEDURES is hereby amended to read: Article VI, Section 4, Paragraphs A, B, C, and D are amended to require that throughout the term of the franchise, Group W .shall pay to City an annual fee of 5% of all gross revenues. The rates provided in the franchise shall be guaranteed for '2 years and 6 months after commencement of cable service to the residential subscribers on October 20, 1983. Basic rates shall be regulated pursuant to the terms and conditions of the franchise allowing changes in rates unless the City specifically disapproves such changes. Rates for othe~ than basic service shall be regulated pursuant to the terms and conditions of the franchise. This section' further details the procedures for the regulation of other than basic service rates in the event the law should provide for their regulation. · This ordinance becomes effective thirty (30) days after its passage and publication, subject to City Charter, Section-5.04.
