FINDINGS OF FACT 0097 <br />RUM RIVER HILLg P.U.D. <br /> <br />1) That the Applicant has applied for the approval of a Planned Unit Develop- <br />ment known as Rum River Hills. <br /> <br />2) That the Applicant appeared before the Planning and Zoning Commission, Park <br />and Recreation Conm]ission and City Council for concept approval. <br /> <br />3) ~hat all Commissions approved of the Applicant's concept and that the min- <br />utes of their meetings are hereby incorporated by reference. <br /> <br />4) That the Applicant appeared before the Planning and Zoning Commission and <br />the Commission recon~,ended preliminary approval of the plan and rezoning on <br />August 2, 1983 and that the minutes of this meeting are hereby incorporated by <br />reference. <br /> <br />5) That the Applicant appeared before the City Council and the Council granted <br />preliminary approval of the plan on August 23, 1983 and that the Applicant was <br />granted preliminary approval on an amended plan by Resolution #84-223 on Novem- <br />ber 13, 1984 and that the minutes of these meetings are hereby incorporated by <br />reference. <br /> <br />6) That the Applicant appeared before the Planning and Zoning Commission and <br />presented the final plan on December 4, 1984. <br /> <br />7) That at the December 4, 1984 meeting, the Planning and Zoning Commission <br />found the final plan to be in substantial compliance with the plan given pre- <br />liminary approval and recommended final approval and that the minutes of this <br />meeting are hereby incorporated by reference. <br /> <br />8) That the Applicant's request includes typical zoning for residential, rural <br />business and recreational open space, all of which will be combined into a <br />single P.U.D. zone. <br /> <br />9) That the concept is oonsistent with Ramsey's Comprehensive Plan and has been <br />reviewed by Met Council staff. <br /> <br />10) That the Applicant's request is for 23 residential units, thirteen acres of <br />rural business, three acres of future multiple family residential and an 18 hole <br />golf course and driving range. <br /> <br />11) That the parcels designated as outlots for future development with multiple <br />dwellings shall not be developed until City sewer and water service is avail- <br />able. <br /> <br />12) That the plan design forms a desirable and unified development within its <br />own boundaries. <br /> <br />13) That the proposed development will not be detrimental to present and future <br />land uses in the surrounding area. <br /> <br />14) That there are no variances requested to any standard requirements of the <br />zoning and subdivision ordinances. <br /> <br />15) That the plan will not create an excessive burden on parks, schools, <br />streets and other public facilities and utilities which serve, or are proposed <br />to serve, the development. <br /> <br />16) That the Rum River Hills development will not have an undue and adverse im- <br />pact on the reasonable enjoyment of neighboring property. <br /> <br /> <br />
