170.01SJ SIGNS Signs in all "U" Districts shall be limited to those permitted by the city council as shown on the approved site plan. 170. 016 CONDITIONAL USES 170.016A PURPOSE The purpose of this section is to provide the City of Ramsey with a reasonable degree of discretion in determining the suitability of cer- tain designated uses upon the general welfare, public health and safety. A conditional use is a use which because of certain characteristics cannot be properly classified as a permitted use in the zoning district within which it is proposed. Conditional use permits are designed to meet the problem which arises where certain uses, although generally compatible with the basic use classification of a particular zone, should not be permitted to be located as a matter of right in every area included within the zone because of hazards inherent in the use itself or special problems which its proposed location may present. 170.016B APPLI ©%TION Applications for conditional uses shall be filed with the zoning officer and shall be accompanied by: An application fee in an amount equal to that set by resolution of the city council; Ten (10) copies o~ a site plan and supporting data which shows the size, location and topography of the site, the use of adjacent land, the proposed site, bulk, use and location of buildings, the location and proposed function of all yards, open spaces, parking areas, driveways, storage areas and accessory structures, the location of all utilities, the provisions for parking, moving or loading of vehicles, and the timing of construction proposed. 170.016C REVIEW AND TEI~',I ~e zoning officer shall forward cOpies of the application to the city council and to the planning commission for review and approval. 1. The planning commission shall conduct a public hearing on the conditional use application and shall give at least ten (10) days mailed notice to property owners within three hundred fifty (350) feet of the outer boundaries of the property in question. Ten (10) days published notice shall precede the hearing. Any person may appear and testify at the hearing either in person or by du£y author- ized agent. The planning commission shall forward its findings on the application to the city council within thirty (30) days of the public hearing unless the petitioner agrees in writing to a time extension. 2. The city council shall review the application and findings of the planning commission and shall act on said application
